Book excerpt: The U.S. Army has seen its missions grow in number and intensity in recent years with the global war on terrorism and the invasion and occupation of Iraq. The resulting levels of stress that have been placed on the Army's active and reserve components have generated public debate about whether the Army's present organization is adequate for the roles that the service is playing now and will play in the foreseeable future. At the same time, the Army has begun an extensive restructuring effort, called modularity, that is designed to significantly alter how the service is organized and how it operates in the field. This Congressional Budget Office (CBO) study - prepared at the request of the House Committee on Armed Services - examines the Army's capability to fight wars, sustain long deployments, and deploy rapidly to overseas operations, as well as its dependence on personnel and units in the reserve component. This study also analyzes eight options for restructuring the Army, each of which would either increase the Army's ability to perform some types of missions or decrease its reliance on the reserve component. The options offer a broad overview of the general types of policy choices and trade-offs that decisionmakers will face when considering the size, structure, and capability of any plan for reorganizing the Army. In keeping with CBO's mandate to provide impartial analysis, this study makes no recommendations.

Book excerpt: The Purge of the Thirtieth Division by Major General Henry Dozier Russell is the only known written work by any of the eighteen National Guard division commanders mobilized in1940 and 1941. It chronicles from a National Guard perspective many of the challenges and growing pains experienced by the Army in the critical months leading up to its entry into World War II. Through Russell, the reader gains insight into the vast cultural differences between the Regular Army and the National Guard at the time. Russell’s memoir offer an invaluable source of a commander’s first-hand account of how his division trained and fared during the 1940 Louisiana Maneuvers, and 1941 Tennessee and Carolina Maneuvers, respectively, in its preparation for overseas deployment. The narrative also contains a compelling account of the relations and tensions between Regulars and National Guardsmen. It was a scathing indictment of the Regular Army high command for what he perceived to be unfair treatment of National Guard officers during World War II. He cited many examples to bolster his claims, and contended that the U.S. Army, under Chief of Staff George C. Marshall, was out to “get” the Thirtieth Division and other National Guard divisions. He further contended that the Army believed that a non-Regular officer should not advance beyond the grade of lieutenant colonel. His memoir, which he privately printed, pulled no punches. His first-hand account was very critical of how a number of senior Regular Army officers handled affairs with his division that led to his relief as the division commander. Russell completed his memoir in 1947 and subsequently printed 500 copies, which he distributed to senior National Guard officers. He did not sell any of the books, nor were they intended for or made available to the general public. Although there was a demand for additional copies, he did not print any more. The republication of The Purge of the Thirtieth Division is intended to expand the scholarship on the history of World War II and the history of the U.S. Army.

Responses that such wartime commissions were temporary commissions in the Army of the United States (AUS), rather than in the Regular Army (RA), are usually met with blank looks. During World War II, almost all Army commissions--the authorization from the government that gives a military officer the right to command--were temporary AUS commissions. The AUS commission saw continued use in limited numbers after the war, but has been in hiatus since the early 1980s. The AUS commission was the last of several types of temporary commissions the United States government used to expand the Army officer corps during wartime. The use of temporary commissions to provide enough officers to lead the quickly growing ranks was the standard practice during most of the major wars fought by the United States until after the end of the Vietnam War, varying only in the type of commission and method for raising additional wartime forces. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
