Book excerpt: The U.S. Army has seen its missions grow in number and intensity in recent years with the global war on terrorism and the invasion and occupation of Iraq. The resulting levels of stress that have been placed on the Army's active and reserve components have generated public debate about whether the Army's present organization is adequate for the roles that the service is playing now and will play in the foreseeable future. At the same time, the Army has begun an extensive restructuring effort, called modularity, that is designed to significantly alter how the service is organized and how it operates in the field. This Congressional Budget Office (CBO) study - prepared at the request of the House Committee on Armed Services - examines the Army's capability to fight wars, sustain long deployments, and deploy rapidly to overseas operations, as well as its dependence on personnel and units in the reserve component. This study also analyzes eight options for restructuring the Army, each of which would either increase the Army's ability to perform some types of missions or decrease its reliance on the reserve component. The options offer a broad overview of the general types of policy choices and trade-offs that decisionmakers will face when considering the size, structure, and capability of any plan for reorganizing the Army. In keeping with CBO's mandate to provide impartial analysis, this study makes no recommendations.

Book excerpt: For some time, the U.S. Army has recognized persistent problems in its extensive system of schools that provide technical and leadership training for the Reserve Components (RC)-the U.S. Army Reserve (USAR) and the Army National Guard (ARNG). To respond to these concerns, the Army (beginning in FY94) initiated a test of a 'prototype' regional school system in the southeastern United States for achieving consolidations and improving training standards, which, among other things, served as a foundation for a longer-term goal-establishing a cohesive and efficient Total Army School System (TASS) of fully accredited and integrated schools to serve all Army components. Given the magnitude of change envisioned for the TASS, RAND's Arroyo Center was asked to independently and objectively assess the operation of the RC school system, including the TASS concept. This documented briefing provides a baseline description of the RC training system in terms of three key assessment areas: (1) training requirements and school production; (2) quality of training; and (3) resources and costs. It also describes how the prototype may affect the range of problems described by the data.

Book excerpt: Force structure issues have been at the forefront of public debate especially since the Commission on Roles and Missions (CORM) of the Armed Forces released their report in May 1995. Much debate centers on the CORM recommendation to eliminate forces with low priority tasks or reorganize them to fill force shortfalls in higher priority areas. As an example, the CORM offered that the eight Army National Guard (ARNG) combat divisions could be used to fill Total Army shortfalls in combat support (CS) and combat service support (CSS) requirements. The CORM suggested this would still leave excess combat spaces that should be eliminated from the Active or Reserve Components. This paper examines issues relevant to force structure decisions and supports the CORM in that the ARNG combat divisions should be used to fix the CS/CSS force structure shortfalls. The paper also posits that the remaining ARNG combat divisions are relevant to maintaining an affordable cost-effective Total Army.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. Book excerpt: The planned reduction in force and restructuring of the Army active component (AC) will substantially affect the manning of the Army reserve components (RC). Historically, about 40 percent of the Army National Guard (ARNG) and 60 percent of the United States Army Reserve (USAR) soldiers have served an active-duty tour of service (Buddin and Grissmer, forthcoming). These prior-service soldiers provide the RC with a critical source of experienced, trained soldiers who can immediately enhance the readiness of the Selected Reserve at minimal cost. while the ultimate size and structure of the RC is uncertain, the planned changes in the AC will substantially alter the flow of trained personnel into the RC. In the short term, AC force reductions will increase the potential supply of those with prior service to the reserves. However, these "laid off" soldiers might be reluctant to affiliate with a reserve unit because active service was unexpectedly cut short. In addition, most senior personnel departing from the AC are unlikely to join the RC because historically the reserves have had few unfilled positions in the senior ranks. Finally, the recent Desert Storm experience could make reserve service less attractive for personnel who may foresee the potential for future call-ups that might adversely affect their civilian employment or family situation.
