But prudent districts--those looking for long-term solutions to budget problems as well as those seeking to more fairly compensate the most effective teachers--are reconsidering the traditional salary schedule, which rewards teachers for years of experience and graduate credits. More than a half century ago, districts developed teacher salary schedules, embedding the incentives for both experience and education as a response to real inequities in pay. Previously, higher salaries had been reserved for principals' favorites, high school teachers rather than their elementary counterparts and males instead of females. But today, one can make the case that the current approach to teacher compensation has outlived its usefulness. For example, accountability systems discourage principals from making salary choices that are not in a school's best interest and anti-discrimination laws protect teachers against unjust compensation decisions. Most significantly, the salary schedule, as currently defined, does not consider teacher effectiveness, making it inherently unfair to talented teachers. It has also led to "wage compression," meaning that teachers with the most aptitude earn no more than teachers with the lowest aptitude, rendering teaching an unattractive career choice for talented college graduates. This paper argues for wholesale innovations in teacher compensation. This paper makes the case that truly effective teacher pay reform is best achieved by aligning compensation with a district's primary needs: improving student achievement and placing the best teachers where they are needed most. To study this issue in detail, this paper drew upon the National Council on Teacher Quality's TR[3] database, which contains teacher contracts, school board policies and state laws governing the teaching profession in over 100 large school districts. This paper also presents additional data sampled from 13 large public school districts. (Contains 10 figures and 10 footnotes.).

Book excerpt: President Reagan's promotion of merit pay as the main vehicle of educational change has prompted a sharp debate. This monograph presents arguments for and against merit pay and assesses its relative worth as a means of improving American education. First, merit pay is defined as a compensation system linking individual teachers' salaries to performance evaluations. "New style" merit pay ties salaries to students' standardized test scores, instead of to teachers' classroom activities. Merit pay differs from master teacher plans aimed at increasing hierarchical complexity to construct better career paths for teachers. Merit pay can provide monetary incentives, rewards, feedback, administrative controls over the teaching process, and retention and recruitment benefits. Arguments against merit pay outweigh advantages; pay-for-performance systems overemphasize teachers' need for extrinsic rewards and motivators, may negatively affect desire for high performance, foster teacher rivalry, and pose administrative burdens associated with defining and evaluating superior teaching. Overall costs and union resistance are even thornier problems. Several alternatives are discussed, including reforms and exceptions within the unitary salary schedule, career promotions, and goal-oriented management and participation systems compatible with effective schools reasearch. This literature emphasizes cooperative agreements and mutual problem-solving as keys to changing school management. Appendices include synopses of recommendations of major reports on education (1983) and three sets of data on teacher salaries in relation to salaries in other occupations. Book excerpt: Included in calls for change during the school reform of the 1980s were demands that teachers be given more control over education in the classroom. Such calls have led to the propagation of changes in the schools that allow teachers to take the lead in education, with school management being left to administrators. These changes create legal questions about the roles of school boards, administrators, and states in governing schools, management prerogatives, and the role of parents in education. This report addresses school-site management and newer reform issues, reviews important court decisions, and projects future areas of legal concern to teachers and administrators. Because education is a state responsibility, local school districts must obtain permission from the state to develop school-site management plans. In addition, local school boards may not, without the permission of the state legislature, give administrators or school boards unlimited authority to run schools. However, school boards are the arbiters of disputes over control of school reform and represent the community. Following an introduction, the monograph's five core chapters focus on educational governance and school-site management, school-site management and school-restructuring issues, administrators and restructuring efforts, professional staff and restructuring efforts, and student rights and school choice.
