Book excerpt: There are four principal reasons for the higher than anticipated fall in industrial output in 1990 in Poland. First, the fact that industry had been oversupported during the socialist period implied that some restructuring towards services was essential and as this occurred, industrial output fell, while the services sector grew. Second, there were a spate of demand shocks as inventories were run down and production declined. Third, the implementation of tight domestic fiscal and monetary policies to stabilize prices and the exchange rate was contradictory. Fourth, the principal market for exports collapsed as many countries simultaneously entered into a period of reform. The paper concludes that from an overall perspective, the problem of domestic monopolies has not been crucial. The Government has used three types of tools to encourage restructuring: (a) fiscal and monetary tightness has reduced the flow of public funds to firms; (b) a variety of tax measures, including a corporate income tax, an excess wage tax and a dividend were used to soak up firm liquidity; and (c) there has been a fledgling competition policy, exemplified by anti-monopoly activities. However, the Government has failed to construct channels through which sufficient foreign assistance can be mobilized to support needed investments.

In this context, new economic and political elites of the former state socialist societies have emerged. Book excerpt: First published in 1998, this volume responded to the recent fall of the Soviet Union and looks at the process of transitioning away from Socialist economies, including case studies in the former Soviet Union, Poland, Hungary, China, East Germany and other Socialist countries. Taking the view that economic and political indicators suggest a lack of success in the post-Soviet transformation process, Kızılyallı argues that they have been unsuccessful due to poor planning. Kızılyallı notes an abandonment of the previous system and an ineffective implementation of market capitalism which have led to these negative outcomes. The new method developed herein provides a partial solution through estimating the correct exchange rate based on world prices and under conditions of macroeconomic equilibrium, while also allowing planning for sequencing market reforms. Reform issues are then discussed, followed by the reform experiences of Poland, Hungary, East Germany, China and the former Soviet Union. Lastly, developments in macroeconomic theory are reviewed in light of these case studies. Kızılyallı concludes that both neoclassical and new Keynesian theories fail to provide an economically meaningful framework for analysis of current economic and employment problems, nor for their cure.

The institutions necessary for such growth have not developed under Eastern Europe's new "pseudo-capitalism," as the authors demonstrate, and "pseudo-privatization," while distributing state property to citizens, has not provided them with the capital and technology they need to succeed.

Cluster analysis is used to group sectors which have experienced similar patterns of transformation. The analysis identifies two distinct patterns. Sector restructuring has been accomplished largely through firm turnover in the first group. The economic incentives established with the 1990 'Big Bang' reforms have been sufficient to promote restructuring in these sectors. Sector restructuring has lagged in the second group. Industry restructuring has been largely equivalent to firm restructuring. It appears that further institutional reform is required for sector restructuring to take place.
