Book excerpt: Agriculture, worldwide, has seen remarkable transformation in farming practices, institutional frameworks and policies during the last three decades. Dynamic international markets and the diffusion of bioinformatics technology are shifting farming towards a new organizational model. Production systems are seeking new forms of coordination and control, increasing demand for traceability of origin, and greater integration into international markets. Public research programs are looking beyond mono-cropping systems toward integration of farming, cattle-raising and forestry and whole agriculture innovation system. Global positioning systems (GPS) and computerized agricultural machinery linked via satellites is promoting precision agriculture where inputs are calibrated exactly to the differences in soil and farm activities while farmers are looking for their linkages with output markets for their produce. Commitments to international agreements and conventions regarding biodiversity, climate change, food security, and land use are creating a new bottom line for agricultural practices. This necessitates a new institutional and regulatory framework.

Book excerpt: "The success achieved in stimulating real change in farm ownership, control, and management in some areas, combined with the extremity of the difficulties faced by farms in less-favored areas, point to the need for an active process of policy reformulation to address the problems which are now emerging from the restrcturing process." Agriculture in Kazakhstan is in crisis the majority of farms are insolvent and production has fallen to the lowest level in 30 years. Initial restructuring efforts yielded disappointing results and mostly failed to lead to new patterns of ownership or management. However, since 1998 the government has pursued a more aggressive approach to farm restructuring based on increased reliance on farm bankruptcy. This report reviews the experience of the farm restructuring policies and programs pursued in 1998 and 1999 and draws conclusions for the continuing development of agricultural sector policies. This review forms one of a group of simultaneous agricultural sector studies undertaken by the World Bank at the request of the Government of Kazakhstan. Kazakhstan: A Review of Farm Restructuring reviews the progress to date in the implementation of the government's reform measures which were begun in late 1998. The report is based on a field mission undertaken in April-May 1999, which concentrated primarily on the Northern oblasts and information provided by the staff of the Headquarters of the Ministry of Agriculture in Astana.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the large-scale impacts of economic restructuring in the Midwest in response to the 1980s farm crisis. Drawing upon detailed surveys from twelve north-central states, the authors offer a comprehensive view of farm restructuring and its social, economic, and political consequences. The study goes beyond the farm gate to look at the broader implications of those changes for agriculture policy, related industries, and areas still dependent upon farming, contributing to the literature on economic restructuring. Like the factory closings in the Rust Belt, the dramatic failure of agricultural industries in the Farm Belt has caused fundamental changes in the organization and control of production. The impact of job losses and economic depression and the shattering of a way of life have shaken public complacency about the stability of many fundamental American myths. Beyond the Amber Waves of Grain looks at the farm crisis not as a purely agricultural, nonurban issue but as one that adds to our understanding of the overall social impacts of economic change. The book takes up the story of Midwestern farm enterprises in the wake of the farm crisis of the 1980s. Using data drawn from detailed surveys of 3,940 farm households in twelve north-central states, the authors offer a comprehensive view of the social and economic restructuring of agriculture and explore the consequences for farm enterprises, farm households, and farming communities. The study goes beyond the farm gate to look at the broader implications for related industries and communities dependent upon farming, for agricultural and rural policies, and for farm women and men, contributing to the literature on economic restructuring and its outcomes.

Book excerpt: First published in 1997 in the wake of the fall of the Soviet Union and its agricultural policies, these editors presented a series of ten related articles on the transition to post-communist, more privatised agricultural policies, each specialising in a specific region of Central and Eastern Europe. Resulting from a research network, this volume features a range of contributors, including those preparing PhDs, former governmental advisors and specialists in agricultural economics, food policy and statistics. The chapters cover Albania, Bulgaria, the Czech Republic, Eastern Germany, Hungary, Romania, Slovakia, Solvenia, and the Former Soviet Union, along with a comparative analysis. The contributors focus on three key issues of reform: the collection of detailed data, the collection of information on factors influencing the progress and completion of reform and explaining the results of privatisation and land reform, with a particular emphasis on the first two elements. This volume is well-suited to policy makers, analysists and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: This open access short reader looks into the dynamics which have reshaped rural development and human landscapes in European agriculture and the role of immigrant people. Within this framework it analyses contemporary rural migrations and the emergence of immigrants in relation to the incorporation of agrarian systems into global markets, the European agricultural governance (CAP), and the struggle of local territories as differentiated practices in constant stress between innovation and resilience. It specifically explores the case of immigrant shepherds to describe the reconfiguration of agriculture systems and rural landscapes in Europe following intense immigration and the related provision of skilled labour at a relatively low cost. Being written in a very accessible way, this reader is an interesting read to students, researchers, academics, policy makers, and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1984, this book provides an introduction to the history of agriculture in Western Europe, states the case for government intervention and analyses the operation of the Common Agricultural Policy (CAP) during the late 20th Century. It concludes that the costs of the policy fell heavily on the poorer consumers, food prices were artificially high and surpluses sold at a loss on the world markets. In the light of Britain’s departure from the EU and the EU CAP this book, which also examined the prospects for the future has an enduring relevance.
