Available in PDF, EPUB and Kindle. Book excerpt: The retirement of the baby boom generation will create spiraling costs for health care and pension programs. Combined with lower revenues, these developments will lead to a decline in economic growth if nothing is done. In this second volume of Restoring Fiscal Sanity, a group of policy experts focus on how to bring spending and revenues in line over the next decade, and even more important, how to balance them over the longer term. They suggest reforms in the tax system, Social Security, and Medicare that might close this looming gap and put the nation on a sounder fiscal footing. Contributors include Henry J. Aaron, William G. Gale, Ron Haskins, Jack Meyer, and Peter R. Orszag (Brookings Institution), Rudolph G. Penner and C. Eugene Steuerle (Urban Institute), and John B. Shoven (Stanford University).

Available in PDF, EPUB and Kindle. Book excerpt: The United States is standing at a critical juncture in its fiscal outlook. After experiencing a brief period of budget surpluses at the turn of the century, the federal government will run deficits that add about $4 trillion to the national debt over the next decade. Substantial deficits will likely continue long into the future because the looming retirement of the baby boom generation will raise spending in Social Security, Medicare, and Medicaid. At the same time, the federal government appears to be neglecting spending in key areas of social and economic policy. The nation thus faces a vital choice: continue down a path toward future fiscal crisis while under investing in critical areas, or increase resources in high-priority areas while also reducing the overall budget deficit. This choice will materially affect Americans' economic status and security in the immediate future as well as over long horizons. In R estoring Fiscal Sanity, a group of Brookings scholars with high-level government experience provide an overview of the country's likely medium- and long-term spending needs and the resources available to pay for them. They propose three alternative fiscal paths that are more responsible than the current path. One plan emphasizes spending cuts, the second emphasizes revenue increases, and a third is a balanced mix between the two. The contributors address the policy choices in such areas as defense, homeland security, international assistance, and programs targeted to the less advantaged, the elderly, and other domestic priorities. In the process, they provide an understanding of the short- and long-run trade offs and illustrate how the budget can be reshaped to achieve high priority objectives in a fiscally responsible way.

Available in PDF, EPUB and Kindle. Book excerpt: Exceeding $2 trillion annually, health care spending in the United States is growing significantly faster than the national economy. If left unchecked, this health spending crisis will threaten Americans' ability to pay for other essential services. Driven primarily by the cost of benefits promised to seniors under Medicare and Medicaid, federal health expenditures will force lawmakers to make stark policy decisions. In this third volume of Restoring Fiscal Sanity, policy experts suggest ways to slow the growth of federal spending on health care. Unless federal health spending can be brought under control, Americans will face substantially higher taxes, sharp reductions in other government programs, and cuts in benefits to the elderly. Families, businesses, and communities will be forced to make agonizing choices between health care and other needs. Focusing on policies that do not shift costs to the states or the private sector, the authors of Restoring Fiscal Sanity 2007 suggest reforms in federal programs that have the potential to reduce the growth of spending for the entire health system, increase the efficiency and effectiveness of the care provided, and enhance health outcomes. Drawing on years of government and public policy experience, they stress the need for innovative approaches and cooperation between the private and public sectors.

Download or read book Work over Welfare written by Ron Haskins and published by Rowman & Littlefield. This book was released on 2007-03-01 with total page 468 pages. Available in PDF, EPUB and Kindle. Book excerpt: Work over Welfare tells the inside story of the legislation that ended "welfare as we know it." As a key staffer on the House Ways and Means Committee, author Ron Haskins was one of the architects of the Personal Responsibility and Work Opportunity Act of 1996. In this landmark book, he vividly portrays the political battles that produced the most dramatic overhaul of the welfare system since its creation as part of the New Deal. Haskins starts his story in the early 1990s, as a small group of Republicans lays the groundwork for welfare reform by developing innovative policies to encourage work and fight illegitimacy. These ideas, which included such controversial provisions as mandatory work requirements and time limits for welfare recipients, later became part of the Republicans' Contract with America and were ultimately passed into law. But their success was hardly foreordained. Haskins brings to life the often bitter House and Senate debates the Republican proposals provoked, as well as the backroom negotiations that kept welfare reform alive through two presidential vetoes. In the process, he illuminates both the personalities and the processes that were crucial to the ultimate passage of the 1996 bill. He also analyzes the changes it has wrought on the social and political landscape over the past decade. In Work over Welfare, Haskins has provided the most authoritative account of welfare reform to date. Anyone with an interest in social welfare or politics in general will learn a great deal from this insightful and revealing book.
Book Synopsis The National Road and the Difficult Path to Sustainable National Investment by : Theodore Sky

This book was released on 2011-07-16 with total page 309 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Road is a comprehensive history of the first federally financed interstate highway, an approximately 600-mile span that joined Maryland, Pennsylvania, West Virginia, Ohio, Indiana, and Illinois in the nineteenth century. This book covers the road's contribution to the cultural, economic, and administrative history of the United States, its decline during the second half of the nineteenth century, and its revival in the twentieth century in the form of U.S. Route 40. The story of the National Road embraces an account of its building, its constitutional significance, the unique culture that it represented, the movements and trends that transpired across its route, and the symbolic value that it held, and continues to hold, for the American people. Beyond its status as an American heritage symbol, it serves as a forceful reminder that the United States must continue to pursue the goal of sustainable national investment that began with the National Road and comparable projects during the early republic.

Book Synopsis Forgive Us Our Debts by : Andrew L. Yarrow
Download or read book Forgive Us Our Debts written by Andrew L. Yarrow and published by Yale University Press. This book was released on 2008-10-01 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this immensely timely book, Andrew Yarrow brings the sometimes eye-glazing discussion of national debt down to earth, explaining in accessible terms why federal debt is rising (and will soon rise much faster), what effects it may have on Americans if debt is not brought under control, why our government borrows, and what it will take to pay it all back. The picture Yarrow paints should concern all Americans. Specifically, he brings to light how rising Medicare, Social Security, and other spending on one hand, and insufficient government revenues on the other, make a mockery of fiscal responsibility. Deficits and debt, Yarrow asserts, are crowding out spending on needed investments in science, environment, infrastructure, and other domestic discretionary programs and could severely harm our nations and our citizens future. But he makes clear that this does not have to be a doomsday scenario. If we act in a bipartisan fashion to restore fiscal health, our legacy to the next generation can be much more than trillions of dollars of IOUs.

Download or read book Class Counts written by Allan Ornstein and published by Rowman & Littlefield Publishers. This book was released on 2007-03-09 with total page 371 pages. Available in PDF, EPUB and Kindle. Book excerpt: Class counts. Class differences and class warfare have existed since the beginning of western civilization, but the gap in income and wealth between the rich (top 10 percent) and the rest has increased steadily in the last twenty-five years. The U.S. is heading for a financial oligarchy much worse than the aristocratic old world that our Founding Fathers feared and tried to avoid. The middle class is struggling and shrinking, the Medicare and Social Security trusts are drying up, and education is no longer the great equalizer. A moral society, one that is fair and just, sets limits on the accumulation of wealth and inherited privilege and also guarantees a safety net for the less fortunate. This book describes the need for a redistribution of wealth in order to make U.S. society more democratic, fair and just, and outlines the ways in which we can begin to make these very necessary changes. This is a timely and powerful book, one that should be read by anyone interested in preserving the social fabric of American life.
Book Synopsis America's Priorities by : Charles Konigsberg
Download or read book America's Priorities written by Charles Konigsberg and published by AuthorHouse. This book was released on 2008 with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: Could there be anything more exciting and blessed assurance in our life than knowing that the creator of the universe loves us? That is what this book "God's love in 3-dimensions" is about, God's love for us, and His designed purpose for our lives; Reflecting back over more than forty years of service in the Body of Christ; I have found the most important things to be taught and expressed, to bring love and unity, and success to the life of the Church, and to our personal lives are, "God's love for us," "Our love for God," and "Our love for one another." For the success and the life of the Church, and for our personal lives, God's love must prevail. "God's Love in 3-dimensions" reiterates the plea of the writings of our Lord's Apostles, and the prayer of our Lord, for love and unity. The apostles of our Lord pleaded for us throughout the scriptures to have love and unity through the Spirit of God's love. Jesus our Lord prayed for God's unity and love for His followers; "that all of them may be one, Father, just as you are in Me and I am in You." "I have made You known to them, and will continue to make You known in order that the love You have for Me may be in them and that I Myself may be in them."(John 17:21&26). What great accomplishments and success await us when we walk in unity with our Lord and Heavenly Father. The greatness of God's love, joy and peace fills our hearts, souls and minds, providing divine direction and assurance as we walk in our Lord's Spirit of love. And what great accomplishments have been made by the body of Christ when our Lord's love and unity prevail among His body members, when working together in the directives and spirit of their Lord. What creates and produces unity with the Heavenly Father, within us, and within the body of Christ?
Book Synopsis Salvaging American Defense by : Anthony H. Cordesman
Download or read book Salvaging American Defense written by Anthony H. Cordesman and published by Bloomsbury Publishing USA. This book was released on 2007-04-30 with total page 489 pages. Available in PDF, EPUB and Kindle. Book excerpt: From grassroots terrorism to the nuclear ambitions of hostile nations, the United States faces increasingly complex threats to its national security. Combating these threats continues to demand a reshaping of the nation's security structure, military forces and defense expenditures. In this study, Anthony Cordesman offers a detailed analysis of critical challenges affecting U.S. national security and how failures in adapting to these challenges have exacerbated the strains on available resources. He systematically identifies the most glaring obstacles to successful national security planning and proposes constructive and practical ways to proceed in the future. Cordesman focuses on ten specific challenges, and each is addressed within the context of the Iraq War, Afghan War, War on Terrorism, and the risk of conflict over the Taiwan Straits. Out of the lessons drawn from these experiences, he examines the future of international coalitions, asymmetric warfare, nation building, and stability operations, and concludes that perhaps the most pressing area for change is the need for accountability among civilian and military policymakers.
