At present IVF and embryo research are controlled by the Human Fertilisation and Embryology Authority which was formed by a 1990 Act, since then scientific progress has been rapid and the Department of Health has announced a review of that Act. This extensive inquiry will inform that review. It covers: regulation of assisted reproduction, problems with HFE Act; the operation of the Act; provision of infertility services; review of the Act; legislative and regulatory models. It makes recommendations on issues such as choosing the sex of babies; the need for a separate review of abortion; the regulatory bodies required; and a legislative framework that balances the freedom of the individual with the interests of the state, so that any intervention has a sound ethical base.

Book excerpt: The focus of this inquiry, by the Science and Technology Committee, was the support by the UK Government for the Beagle 2 project developed as part of the European Space Agency's (ESA) Mars Express mission. The Committee found the Government showed enthusiasm for this project, but was unable to provide a guaranteed financial backing for the development of a lander, resulting in a failure to secure sufficient sponsorship income, which was subsequently seen to have a detrimental impact on the project's success. The Committee feels, that Government needs to put in place a system that can deal with major financial commitments at short notice. In hindsight, the development of the lander and orbiter separately is seen as wrong, impeding the flexible co-ordination of the mission, leading to tensions between the Beagle 2 consortium, ESA and other contractors. Further, there was a lack of co-ordinated oversight between these three groups, and therefore a failure to identify important weaknesses in the mission. Despite the failure of Beagle, the Committee does see some positive potential for future projects, both in scientific and educational benefits, but that the costs of such projects would benefit from greater participation by other organizations.

Book excerpt: ARIST, published annually since 1966, is a landmark publication within the information science community. It surveys the landscape of information science and technology, providing an analytical, authoritative, and accessible overview of recent trends and significant developments. The range of topics varies considerably, reflecting the dynamism of the discipline and the diversity of theoretical and applied perspectives. While ARIST continues to cover key topics associated with "classical" information science (e.g., bibliometrics, information retrieval), editor Blaise Cronin is selectively expanding its footprint in an effort to connect information science more tightly with cognate academic and professional communities. Book excerpt: This book brings together many of the worlds leading open access experts to provide an analysis of the key strategic, technical and economic aspects on the topic of open access. Open access to research papers is perhaps a defining debate for publishers, librarians, university managers and many researchers within the international academic community. Starting with a description of the current situation and its shortcomings, this book then defines the varieties of open access and addresses some of the many misunderstandings to which the term sometimes gives rise. There are chapters on the technologies involved, researchers, perspectives, and the business models of key players. These issues are then illustrated in a series of case studies from around the world, including the USA, UK, Netherlands, Australia and India. Open access is a far-reaching shift in scholarly communication, and the book concludes by going beyond todays debate and looking at the kind of research world that would be possible with open access to research outputs. Chapters by leading experts in the field, including Professor Jean-Claude Gu餯n, Clifford Lynch, Stevan Harnad, Peter Suber, Charles Bailey, Jr., Alma Swan, Fred Friend, John Shipp and Leo Waaijers Discussion of open access from a wide range of perspectives Country case studies, summarising open access in the USA, UK Netherlands, Australia and India

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an analysis of the legal and policy dimensions of open access to research, education and public sector information with a focus on Nigeria. Kunle shows how open access has evolved across the world and how such initiatives could be implemented in Nigeria and other countries in the developing world. The author argues for a platform where Nigerians are able to freely connect to the ‘global library’, through the open access dual platforms of self-archiving and open access publishing, thereby providing access to knowledge. The importance of connecting local works to the ‘global library’ to increase visibility and impact of such works is also underscored. This book furthers our understanding of open educational resources as alternative avenues to accessing education and seeks to foster citizenry participation, good governance, accountability, democratic values and spur creativity and innovation through open governance and access to public sector information. Providing a framework for open access in developing countries, Open Access to Knowledge in Nigeria is an important read for scholars interested in knowledge production in Africa, development of the knowledge economy and the open access and Access to Knowledge movements.

Book excerpt: It is estimated that, worldwide, about 700 large commercial vessels have to be scrapped each year, as they reach the end of their working life. Much of the material they are made from can be recycled, but many ships also contain hazardous materials, such as asbestos, PCBs and waste oils, which need to be disposed of safely. The Committee's report considers how defunct ships are dismantled and why most are currently dismantled in developing countries, mostly in Asia; health and safety protection for workers, and environmental protection standards; the international regulatory framework, including legislation such as the Basel Convention and EC regulations, IMO guidelines and enforcement problems; the principles of responsible ship recycling; the Government's approach to ship recycling and a UK ship recycling industry. Findings include that the Government has an important role to play in ensuring this issue receives sufficient international priority, particularly during the UK's forthcoming EU Presidency and chairmanship of the G8; as well at home in helping persuade UK-based shipowners to arrange for their vessels to be disposed of responsibly. As a first step, it should ensure that all naval and other publicly-owned vessels are dismantled to the highest health, safety and environmental standards.

Available in PDF, EPUB and Kindle. Book excerpt: The Committees report examines the actions that will be necessary to adapt to changes in flooding and water availability caused by climate change. There are a number of steps that the Government should take to reduce future flood risk, with a key consideration being the planning of new housing developments to avoid building on flood plains, where possible. Where this is necessary, developments should be designed to be as resilient as possible to flooding, utilising sustainable drainage systems and including areas such as parks in order to contain floodwater. Existing sewer systems will need upgrading and new systems must be built to cope with higher storm flows. Greater attention needs to be paid by the Government to the issue of water shortages due to drier summers, including considering alternative water pricing mechanisms to relate costs more directly to amount used, and ensuring building regulations pay greater attention to water efficiency. Water companies must also do more to reduce water leakages.
