The study presents experimental evidence which supports the hypotheses that human operators differ widely in the time they require to make decisions and it also provides data that show the degree of consistency or reliability of time measures taken at different times. By using data gathered in the manner outlined in this study, human operators could be matched to command or control systems according to the degree of speed and accuracy required by the particular system. Greater overall efficiency and a maximum output for any given system would be the result.
