Oil and other forms of mineral wealth can promote both authoritarianism and democracy, the book argues, but they do so through different mechanisms; an understanding of these different mechanisms can help elucidate when either the authoritarian or democratic effects of resource wealth will be relatively strong. Exploiting game-theoretic tools and statistical modeling as well as detailed country case studies and drawing on fieldwork in Latin America and Africa, this book builds and tests a theory that explains political variation across resource-rich states. It will be read by scholars studying the political effects of natural resource wealth in many regions, as well as by those interested in the emergence and persistence of democratic regimes.

The shifts from wood to coal, from coal to oil and the potential change to another resource that might be pending now have influenced the ways in which we work, produce, and live. Though they are fundamentally influenced and steered by economic forces these changes have seen little analysis from the viewpoint of economic theory. This book seeks to contribute to filling this gap. To this avail, it firstly provides insight into the historical and present transitions that have taken place. It then gives an overview of the existing economic approaches to energy regime transitions and develops a new interpretation based on evolutionary economics. For this, an approach based on complexity theory and complex adaptive systems is created and applied and the mechanisms behind regime changes are interpreted according to this framework. The analysis is supported by further research into certain aspects of transitions: Historical and present research on resource depletion is compared, the working of path dependence in the constitution and decline of the oil regime is analysed, and the role of entrepreneurship in a regime change from the oil regime towards a potential renewable energy regime is investigated. The book closes with an appraisal of energy regime transitions as a future field of research for evolutionary economics.

Pempel analyzes policies and data from ten East Asian countries, categorizing them into three distinct regime types, each historically contingent and the product of specific configurations of domestic institutions, socio-economic resources, and external support. Pempel identifies Japan, Korea, and Taiwan as developmental regimes, showing how each then diverged due to domestic and international forces. North Korea, Myanmar, and the Philippines (under Marcos) comprise "rapacious regimes" in this analysis, while Malaysia, Indonesia, and Thailand form "ersatz developmental regimes." Uniquely, China emerges as an evolving hybrid of all three regime types. The United States, for example, has been instrumental in creating the Bretton Woods system, with organizations such as the World Bank and the International Monetary Fund. The rationale is that a hegemon, being the dominant actor in international politics and economics, often stands to gain the most from the creation of global standards. For instance, while other countries might benefit from it, U.S. companies like Microsoft, Universal Studios, and Pfizer would be among the greatest beneficiaries of a strict global intellectual property regime. As the hegemons use their power to create regimes, their withdrawal similarly can also threaten the effectiveness of regimes. Regimes serve crucial functional needs in international relations. Powerful regimes are considered by some scholars as independent actors in international politics. Although ultimately states create and sustain regimes, once institutionalized, regimes can exert influence in world politics that is practically independent of state sovereignty. The International Atomic Energy Agency, for instance, has certain rights, given to it by states themselves, to monitor nuclear energy activity in countries. Insofar as they are organized by means of treaties among countries, regimes provide an important source of formal international law. Regimes themselves can also be subjects of international law. This book tries to unravel that ideology and to create an alternative vision of a just and democratic world over. Book excerpt: According to the Food and Agriculture Organization (FAO) of the United Nations, more than 80% of world’s fish stocks are fully exploited, over-exploited, depleted, or recovering from depletion. Although several international agreements have promoted more responsible fisheries, coastal states have usually maintained national policies that enable higher harvest levels rather than greater conservation of fish stocks, and international agreements for more responsible fisheries have generally experienced a weak domestic implementation. Among the major coastal fishing states, China constitutes the largest fish producer and main exporter in the world, and therefore presents a fascinating case-study for the domestic implementation of international fisheries agreements. This book investigates the degree to which China has complied with the international agreements it has signed, and asks why it is failing to meet expectations. Crucially, it calls for greater emphasis on the political, rather than technical, issues involved in the implementation of international regimes. In turn, it examines how understanding the case of China can help us to develop solutions for improved international compliance in the future. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS.
