It has been instrumental to the mission of the U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis. However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). This NATO Advanced Research Workshop (ARW), entitled "Risk Assessment as a Tool for Water Resources Decision-Making in Central Asia", was conducted on September 23-25, 2002 in Almaty, Kazakhstan. The ARW addressed methods and approaches by which risk assessment methodology that has been developed in the United States, Europe and elsewhere can be applied to environmental and water resource problems in Central Asia. The stated goals of the ARWwere: • to assess the existing state of knowledge in the context of potential applications of risk assessment tools to water resources and other environmental issues in Central Asia; • to identify research gaps and directions for future research in the area of water resources which may be addressed through the application of risk assessment tools; • to promote closer working relationships between the scientists and technical experts from Central Asia and the Caucasus, as well as the scientists and technical experts from the United States and Europe. Based on historical experiences of Central Asian scientists and their colleagues in other parts of the world, there is a demonstrated need in the region to provide education, training and technical assistance on environmental decision-making tools, including risk assessment.

Building on the World3-03 Limits to Growth model, the ERRE links the financial system with the energy, agriculture and climate systems through the real economy, by means of feedback loops, time lags and non-linear rationally bounded decision making. Prices and their interaction with growth, inflation and interest rates are assumed to be the main driver of economic failure while reaching planetary limits. The model allows for the stress-testing of fat tail extreme risk scenarios, such as climate shocks, energy transition, monetary policies and carbon taxes. Risks are addressed via scenario analyses, compared to real available data, and assessed in terms of the economic theory that lies behind. The book outlines the case for a government led system change within this decade, where the market alone cannot lead to sustainable prosperity. One of the major concerns is the definition of a failure event E, of its probability of occurrence PtE), and of the complementary notion of reliability. However, as the stochastic aspects of hydraulics and water resources engineering were developed, words such as "failure," "reliability," and "risk" took on different meanings for different specialists. For example, "risk" is defined in a Bayesian framework as the expected loss resulting from a precisely defined failure event, while according to the practice of stochastic hydraulics it is the probability of occurrence of a failure event. The need to standardize the various concepts and operational definitions generated numerous exciting discussions between the co-editors of this book during 1983-84 when L. Duckstein, under sponsorship of the Alexander von Humboldt Foundation (FRG), was working with E. Plate at the Institute of Hydrology and Water Resources of the University of Karlsruhe. After consulting with the Scientific Affairs Division of NATO, an organizing committee was formed. This comittee - J. Bernier (France), M. Benedini (Italy), S. Sorooshian (U. S. A. ), and co-directors L. Duckstein (U. S. A. ) and E. J. Plate (F. R. G. ) -- brought into being this NATO Advanced Study Institute (ASI). North President Universities Council on Water Resources People sense intuitively that the world in which we live is not free of risk. Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. These proceedings bring together the thoughts of professional per sons who have struggled with the problems of risk assessment and who have contributed to the refinement of both theoretical and pragmatic solutions for the improvement of risk assessment processes.

Book excerpt: The purpose of this paper is to present a methodology for estimating space-time stochastic properties of local climatic factors reflecting global climate change. Specifically, daily precipitation amount and daily mean temperature are considered and illustrated with application to the state of Nebraska, U. S. A. Furthermore, a drought index with and without global climate change is examined. The magnitude and consequences of regional response to anticipated climatic changes are uncertain (Houghton et al. , 1990). Typical questions to be answered are: can time series of hydrological events or 10cal climatic variables such as daily temperature be conditioned in scenarios of future climate change and if so, how can this be utilized ? Can extreme historical drought events be reproduced by a stochastic hydroc1imatological model ? Can such a model be used with General Circu1ation Model (GCM) outputs to evaluate the regional/local effects of climate change scenarios? The approach presented in this paper is an extension of the usual analysis of regional hydrometeorological impacts of climate change: we propose to examine time series of GCM produced daily atmospheric circulation patterns (CP), thought to be relatively accurate GCM output to estimate local climatic factors. The paper is organized as follows. First, daily CPs are classified and analyzed statistically, first for historical and then for GCM produced data. Next, the height of the 500 hPa pressure field is introduced as an additional physically relevant variable influencing local climatic factors within each CP type.
