Book excerpt: Rozman shows how East Asia’s international relations over three decades can be best understood through the lens of triangles, analyzing relations between the key nations through a series of trilateral relationships. He argues that triangles present a convincing answer to the question of whether we had entered a new era of bipolarity like the Cold War or an age of multipolarity. Triangulation emerged as a dynamic in East Asia in the aftermath of the Cold War and was accelerated in the course of the Xi and Trump administrations. Even as Sino-US competition and confrontation deepened, triangles had a substantial presence. East Asian triangles share an unusual mixture of three distinct elements: deep-seated security distrust, extraordinary economic interdependence, and a combustible composition of historical resentments and civilizational confidence. The combination of the three makes the case for triangularity more compelling, Rozman argues. The legacy of communism, the pursuit of reunification on the Korean Peninsula, and moves to expand beyond the US-Japan alliance have all driven the way triangles have evolved. Only as bipolarity intensified in the 2020s was triangularity losing ground. The degree of turnabout is analyzed for all of the cases considered. Rozman evaluates each key triangle of states in turn and assesses how the relationship impacts the region more widely. This book provides an essential framework for understanding the current state and trajectory of East Asian international relations, for students and policymakers. Book excerpt: Global value chains (GVCs) have driven dramatic expansions in trade, productivity, and economic growth in developing countries. This book examines the impact of the COVID-19 pandemic on GVCs and explores whether they can continue to be a driver of trade and development. The report reviews previous crises and what these tell us about the resilience of GVC firms to shocks. It examines the observed impact of COVID-19 on trade during the sharp global recession of 2020. It summarizes discussions with GVC firms on the impacts of, and their responses to, the COVID shock. GVCs showed surprising resilience, but the rapid recovery raised new issues with supply chains. The book then explores simulations from a global economic model of the potential longer-term impacts of COVID-19 on developing countries and other key factors shaping the global economy, including the evolving role of China, increasing trade restrictions and policy responses to global warming. The analysis shows that while there are risks associated with GVCs, especially those concentrated around key nodes and where opportunities to find alternative suppliers or buyers are limited, there are mechanisms by which GVCs maintain trade relationships during a crisis, paving the way for a strong trade-led recovery. Measures are identified that can enhance the resilience of GVCs in low-income countries. This report finds that policies that maintain and enhance trade can contribute toward crisis management and recovery. Attempts to reshore production would make all countries worse off, including those that implement them, and could drive 52 million people, mainly in Africa, into extreme poverty. Measures to meet climate change commitments will have more profound impacts, leading to a shift away from carbon-intensive GVCs, while new opportunities for trade will arise in GVCs that are less carbon intensive.

Book excerpt: Ever since the anti-globalisation protests in Seattle in 1999 the adoption of new information and communications technologies (ICTs) by social movement activists has offered the prospect for the development of global cyberprotest. The Internet with its transnational many-to-many communication facility offers a revolutionary potential for social movements to go online and circumvent the 'official' messages of political and commercial organisations and the traditional media, by speaking directly to the citizens of the world. Furthermore the use of electronic mail (e-mail), mailing lists, websites, electronic forums and other online applications provide powerful media tools for co-ordinating the activity of often physically dispersed movement actors. Moreover, ICTs may also contribute to the important function of social movements of shaping collective identity and countering the claims and arguments of established political interests. A growing body of literature during the last decades of the twentieth century attests to the significant impact SMs have had upon the restructuring of the political landscape. Most of that literature addresses the more traditional actors and institutions (e.g. parliaments, political parties, bureaucracy etc.). Less attention has been devoted to those manifestations of political action that are concentrated around social movements and all kinds of more or less institutionalised and sustainable forms of citizen mobilisation. This book is a collection of cases that take a critical look into the way ICTs are finding their way into the world of social movements
