Book excerpt: As the burden of defense borne by reserve forces has increased, more attention has been paid to differences between the compensation systems for the reserve and active components. One particular emphasis is on the retirement systems, a key difference being that reserve members who complete 20 years must wait until age 60 to draw benefits whereas active members can draw benefits immediately upon discharge. This monograph compares the reserve and active retirement systems, discusses the importance of structuring compensation to enable flexibility in managing active and reserve manpower, describes how the debate over reserve retirement reform has differed from active component retirement reform debate, and considers obstacles to reform and how they might be overcome. It also provides a quantitative assessment of several past congressional proposals to change the reserve retirement system in terms of their effects on reserve participation and personnel costs, concluding that proposals to reduce the age at which eligible members may begin receiving retirement benefits are not cost-effective means of sustaining or increasing reserve component retention. It also concludes that a menu of member options can be a powerful tool to maintain morale and overcome obstacles to reform. Current members could be given the choice of staying in the current retirement system or joining the new one, and the choice might be offered over a period of time, say five years. New entrants and reentrants with few years of service might be placed under the new system.

Book excerpt: This report lays the basis for making recommendations for changes in military reservists' compensation by accomplishing two objectives: (1) to identify and analyze current reserve personnel and training-readiness problems that may be ameliorated by changes in the reserve compensation system; and (2) to provide a sound economic basis for recommending changes in compensation by presenting a theory for individual decisionmaking with respect to reserve participation and delineating the associated benefits and opportunity costs of reserve participation. The authors identify these problems as ones that could be ameliorated by changes in reserve compensation: personnel shortages; low skill qualifications among unit personnel; limited time for planning for training, actual training, and administrative work among certain types of units; and an evolving more senior force. The authors argue for a more flexible compensation system, and recommend that reserve unit grade and skill organizational structure be changed to allow higher pay grade attainment within the same military skill. They also recommend that greater differentiation be introduced in the amount of reserve training time required for different types of reserve units.

Concerns exist, however, that rising compensation costs may not be sustainable in the future, especially given the nation's large and growing long-range fiscal imbalance. Under the statutory authority of the Comptroller General to conduct work on his own initiative, GAO (1) reviewed how much it has cost the federal government to compensate reserve personnel since fiscal year 2000; (2) assessed the extent to which DOD's mix of cash, noncash, and deferred compensation has helped DOD meet its human capital goals; and (3) evaluated the extent to which DOD's approach to reserve compensation provides transparency over total cost to the federal government. To address these objectives, GAO analyzed budget data and relevant legislation and also interviewed appropriate officials. GAO focused this review on part-time reservists and full-time, active guard and reserve.

Book excerpt: Military retirement reform has been a central element of the policy debate regarding why and how to restructure the system for compensating members of the U.S. armed forces. Concerns about the compensation system, and the retirement system specifically, include the rising cost of military compensation and the need for greater efficiency in the provision of compensation, the greater need for flexibility to reshape the force as missions change in ways that challenge the current compensation system, and issues related to the equity of military retirement benefits of active versus reserve personnel, junior versus senior personnel, and military personnel versus their civilian counterparts. Active members can claim retirement benefits before reservists can; junior members who leave prior to completing 20 years of service do not qualify for retirement benefits, unlike their more senior counterparts; and the 20-year vesting rule is outside the civilian vesting norm of 5-7 years of service, under the Employee Retirement Income Security Act of 1974 (ERISA). The 10th Quadrennial Review of Military Compensation (QRMC), building on previous studies and commission reports, including the 2006 report of the Defense Advisory Committee on Military Compensation (DoD, 2006) and the 2000 report of the Defense Science Board Task Force on Human Resources Strategy, has proposed an alternative military retirement system that addresses concerns regarding the current system while still sustaining the force. The defined benefit (DB) and defined contribution (DC) plans are the foundation of the alternative system considered in this analysis. RAND was asked to develop a modeling capability to assess compensation alternatives, such as the QRMC proposal, in terms of their effects on military retention, retirement behavior, vesting, cost, reserve participation, and the value of compensation from the perspective of the member leaving active duty. This monograph presents the results of that study.

Book excerpt: Before Operation Desert Shield/Storm (ODS/S), the last major mobilization of reservists occurred almost 50 years ago during the Korean conflict. Thus, reservists serving in the Selected Reserve Components before 1990 had largely no experience with a large-scale reserve mobilization. In fact, the likelihood of a reserve mobilization was probably viewed as so remote that it played almost no role in decisions to join or remain in the reserve forces. The ODS/S mobilization, and the subsequent involvement of reservists in various other operations, ranging from the Army Multinational Force and Observers (MFO) Sinai Initiative to the current effort in Bosnia, have changed this perception in important ways. It is clear that the Reserve Components are expected to play an important role in responding to regional crises, as well as in peacekeeping, peace enforcement, and humanitarian assistance operations. For instance, since 1991, Reserve Component members were activated or volunteered to support Operation Restore Democracy (Haiti), Provide Promise and Deny Flight (Bosnia), Restore Hope (Somalia), Southern Watch (Southern Iraq), and Provide Comfort (Northern Iraq). Mobilizations are likely to be more frequent in the future and are likely to have important effects on reservists' attitudes and the degree of support they receive from their families and civilian employers.
