Book excerpt: Since airlift was first used as a tool of national security during the Berlin Airlift, it has grown to deliver passengers, cargo, and fuel to operations worldwide in support of national security. However, Air Mobility Command is the single organization that performs for air mobility for the United States. Cm%Currently, the Air Force has structured Air Mobility Command for war, yet this command performs operations during times when the US is at peace. Air Mobility Command performs missions to support US military operations in hostile environments as well as humanitarian operations in non-hostile environments. The number of operations requiring mobility air forces has been on the rise since the Cold War ended 10 years ago. These steady-state operations seem to over task mobility air forces. This study centers on the question: Can Air Mobility Command's force structure, organized for two major-theater wars, fulfill that requirement and perform the steady-state operations in today's strategic environment? This study finds that Air Mobility Command's force structure cannot meet its requirements for two major-theater wars and that the current force structure is inefficient in meeting the requirements for steady-state operations. First, this thesis presents a primer to acclimate the reader to the complex environment and multifaceted requirements of mobility air forces. Next, this thesis examines Air Mobility Command's current force structure as determined by Department of Defense requirements for war. Then this thesis also describes the various types of missions that Air Mobility Command performs on a steady-state basis and evaluates the importance of these operations in fulfilling US National Security Strategy. Finally, this thesis recommends action that the Air Force and the Department of Defense should investigate in order to improve their air mobility capabilities in.

Available in PDF, EPUB and Kindle. Book excerpt: Activation imposes a variety of costs on reservists. Among those costs is a potential decline in earnings during the period of activation. In this study, RAND researchers compute how earnings change when a reservist is activated using administrative data on military and civilian earnings obtained from the Department of Defense (DOD) and teh Social Security Administration (SSA). The study employs a comprehensive measure of annual earnings and covers the experiences of virtually all reservists activated in support of the Global War on Terrorism through 2003. Contrary to conventional wisdom and DOD survey evidence, the RAND study indicates that, on average, the earnings of reservists increase substantially when activated. Moreover, earnings gains increase length of active duty servcie. Some reservists do experience an earnings loss when activated, but the probability of experiencing an earnings loss declines with length of active duty service. Even so, these large earnings gains may be insufficient to compensate reservists for the hardship of active duty.

Book excerpt: By one estimate, between fiscal years 1995 and 2005, total compensation costs for current and former military personnel increased by almost 60 percent. The military retirement benefit remains a significant portion of these costs, and every change to accessions, retention, and basic pay today will have a future effect on pension expenditures. This technical report provides an overview of the history of U.S. military retirement studies and associated legislation, with a particular focus on the past 60 years of proposed reforms. It is organized around the following five major issues that have driven attempts at retirement system reform: cost, equity, selective retention, civilian comparability, and force management flexibility. The author finds that cost alone is reason to analyze the current retirement system, and reform proposals of the past have focused carefully on cost. However, he also finds that, as the military's mission evolves over time, it is also important to consider the sometimes subtle incentive effects that the retirement system has on service member behavior. Beyond considerations of cost, reform of the military retirement system necessarily involves ramifications for force structure and operational readiness.
