Consisting of not only key scholars but also practitioners and policy makers, the contributors present a number of case studies, including Colombia, Northern Ireland, the Basque Country, and Iraq, where they explore the relationships between terrorism and peace and conflict approaches. They critically analyse the statist approach inherent in both terrorism approaches and liberal peacebuilding frameworks; the role of the grassroots levels of society; the inefficiency of simplistic frameworks of understanding and implementation; and the chains of governance from international (and transnational) actors to national actors and finally from national to local actors. This book will be of much interest to students of terrorism studies, peace and conflict studies, IR and security studies.

The aim is to examine the instances and circumstances under which both fields can benefit from each other. Even though it is often accepted that terrorism is a form of political violence, it is also quite frequent that research on the topic is dismissed when it is approached with conflict analysis frames. More importantly, policy approaches continue to inhibit, obstruct and reject frameworks that are concerned with the transformation and resolution of terrorist conflicts – partly because they see the state as the ultimate referent object to be secured. At the same time, peace and conflict studies seem to be excessively focused on problem-solving approaches, which overemphasise the role of parity during negotiations and misdiagnose the distribution of power both within conflicts as well as within conflict management, resolution and/or transformation approaches. This book was published as a special issue of Critical Studies on Terrorism.

Although terrorist activities often play a role in situations of conflict and transition, terrorists are generally not taken into consideration as active participants by researchers and practitioners. In some cases, the terrorists turn into political actors during the reconciliation process and their past is not an issue anymore, as it was the case with the ANC in South Africa. This book examines the notion of reconciliation with terrorists from a theoretical and empirical perspective. The notion of engagement and reconciliation with terrorist groups is generally seen as problematic, if not impossible. This is somewhat surprising, given that the idea of societal reconciliation has become a common response to state terror- although not usually in situations of conflict with sub-state terrorist actors. Similar to state terror, sub-state terrorism is a sign of a deep societal rift which reconciliation measures may help to overcome. The text investigates the reconciliatory process further, raising the central questions: (a) what constitutes ‘reconciliation’ as a process and an outcome; and (b) how can reconciliation be facilitated in a situation of social conflict. The problem was that much of this work of ‘orthodox’ terrorism studies was biased, often shoddily researched and was too closely identified with the power centres of Western states. Its denizens were often former and sometimes current officials or officers in the military, intelligence services or the security industry or were funded by them. In response the project of Critical Terrorism Studies was intended to give a more rounded account of political violence in the world. It focuses on neglected issues like state terrorism, Western counterinsurgency, propaganda and misinformation. More than a decade since the founding of the critical project, this book asks what has been learned. It showcases leading examples of critical terrorism studies and presents an agenda for the expansion of an evidence-based approach to political violence and terrorism. With chapters by leading authorities such as Joseba Zulaika, Michael Stohl, Mary Hickman and Richard Jackson, the book evaluates how far the critical project has come and where it is going next. This book was published as a special issue of Critical Studies on Terrorism.
