But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Book excerpt: The conservation of cultural heritage requires the involvement of multiple actors from across the public, private, and nongovernmental, or third, sectors, not only to initiate and carry out conservation but also to sustain heritage places. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

Book excerpt: Engaging communities is crucial for understanding, identifying and mainstreaming social value outcomes in urban infrastructure Public-Private Partnerships (PPPs). Decision makers in the public policy arena increasingly describe an engaged community as key to the successful design and implementation of public-private partnerships. Despite this understanding, the "actual work and daily practice" of government tends to lurk behind most external stakeholder engagement research. The result is that the strategies used by the government to reimagine, and reconfigure the socio-political context and facilitate a transformational approach to community engagement are often ignored. Adopting a governmentality lens and a design science research method, this dissertation refocuses attention on the steering role of government as the dominant stakeholder in the engagement process. To do so, we explore the macro and micro dimensions of community engagement within the context of urban infrastructure, through a rich case context (Nigeria's socio#x2;political context) and an embedded case (the Lekki-Epe expressway). We then develop, validate, and evaluate a framework, grounded in the kernel theories of meta-organising and responsibilization, to provides theoretical and practical guidance for facilitating transformational community engagement and pursuing a social value agenda. The Nigerian context provides a useful context in this regard, since mobilizing private capital to address infrastructure deficits remains a formidable task for governments and policymakers. This situation is also common in most sub-Saharan African countries.

These are among the many reasons I chose to examine if Public-Private Partnerships could be a funding model for green infrastructure in Pittsburgh's Homewood neighborhood. Having worked in the nonprofit sector for eight years between earning my undergraduate degree and deciding to return to school full-time, I chose to pursue the dual Master of Business Administration and Master of Sustainability degree because of my experience in seeing a need for more business minds in the nonprofit and public sectors. There is also a need to work together, across the sectors, using policy, leveraging resources, and expertise to address our most pressing needs in new and creative approaches. Through my graduate studies I am gaining a greater understanding of how I can work toward being part of the solution to the vital issues facing our communities, whether that is in a nonprofit, government, or on the corporate side. I share the value of the Chatham's interdisciplinary approach in our studies as well as the community-based learning opportunities presented in courses. In a cross sector and interdisciplinary approach, we can build more resilient communities and we can meet our current needs, without compromising the sustainability or ability of future generations to meet their needs. In the Spring of 2018, I was selected to receive one of the Summer fellowships to be a part of a sustainable community partnership project headed by Dr. Iris Grossmann between Chatham University and Pittsburgh's Homewood community. On this project team, funded by Bank of America, I served as the Project Manager, and worked with Dr. Grossmann and Dr. Thomas Macagno, four fellow teammates, and primarily Operation Better Block, a community-based nonprofit organization in Homewood. I interacted with community-based organizations, attended community meetings, organized the team meetings, created a blog to document our team's progress, and researched topic areas important to the community. While I had an interest in many social justice and community development issues, it was in listening to and researching the areas of interest that informed my own research. While the topic of public-private partnerships have been of interest to me Out of this experience grew my thesis research topic, examining if public-private partnerships could be a funding model for green infrastructure projects to aid in stormwater management and flood mitigation in Pittsburgh's Homewood neighborhood? During the summer, Operation Better Block and Homewood Children's Village shared their work being done in small-scale projects involving green infrastructure. Green Infrastructure (GI) is a more resilient, cost-effective and affordable approach to stormwater management, aiding in flood and runoff prevention (Water Environmental Federation, 2014). GI uses vegetation, soils, and other elements to restore some of the natural processes required to manage water and create healthier urban environments (Dunnett, 2007). Some GI projects include rain gardens, bioswales, permeable and semi-permeable pavements, curb cuts and bump outs, green roofs, stormwater planter, downspout planter, tree trenches, and other solutions that capture stormwater and prevent runoff and flooding (PWD, 2019). P3s could make these community improvement projects possible in low-income communities without burdening an already stressed community with additional taxes or fees. My thesis methodology includes a literature review, policy and regulation analysis, and the analysis of results of the two group workshops I developed and facilitated which included participants from all sectors and stakeholder groups who would be involved should a P3 for green infrastructure be developed and implemented in Homewood. In examining how this could be achieved, P3s were studied, as were case study examples from similar cities and neighborhoods, as well as the history of Pittsburgh's water and of the Homewood community. In this multi-pronged methodological approach, new information and insights gained were continually discussed, reflected up and used to inform the continued research and work on this topic to move ultimately towards recommendations and a framework for the needed elements to begin seeing a P3 as a viable funding model for green infrastructure. The City of Pittsburgh ,with its Office of Resilience and commitment to making the city a leader in sustainability, and with the neighborhoods already trying more green initiatives, and business wanting to move into this city, and with ongoing stormwater and flooding issues, it is an opportune time to examine public-private partnerships for funding green infrastructure. Book excerpt: Voluntary sustainability standards (VSS) and other private governance instruments (e.g., Fair Trade, Forest Stewardship Council, Fair Wear Foundation, GLOBALGAP) are increasingly regulating global production processes and economic activities. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public–private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private–public interactions, the design of public–private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public–private forms of governance. We welcome multi-disciplinary perspectives including contributions from economics, political science, law, sociology, geography, and anthropology. These investments and the resulting progress are often concentrated in vertical health programs, such as child and maternal health, malaria, and HIV, where donors may have a strategic interest. Frequently, partnerships between donors and other stakeholders can coalesce on a specific topical area of expertise and interest. However, to sustain these successes and continue progress, there is a growing recognition of the need to strengthen health systems more broadly and build functional administrative and technical infrastructure that can support health services for all, improve the health of populations, increase the purchasing and earning power of consumers and workers, and advance global security. In June 2015, the National Academies of Sciences, Engineering, and Medicine held a workshop on the role of public-private partnerships (PPPs) in health systems strengthening. Participants examined a range of incentives, innovations, and opportunities for relevant sectors and stakeholders in strengthening health systems through partnerships; to explore lessons learned from pervious and ongoing efforts with the goal of illuminating how to improve performance and outcomes going forward; and to discuss measuring the value and outcomes of investments and documenting success in partnerships focused on health systems strengthening. This report summarizes the presentations and discussions from the workshop.
