Available in PDF, EPUB and Kindle. Book excerpt: How we raise young children is one of today's most highly personalized and sharply politicized issues, in part because each of us can claim some level of "expertise." The debate has intensified as discoveries about our development-in the womb and in the first months and years-have reached the popular media. How can we use our burgeoning knowledge to assure the well-being of all young children, for their own sake as well as for the sake of our nation? Drawing from new findings, this book presents important conclusions about nature-versus-nurture, the impact of being born into a working family, the effect of politics on programs for children, the costs and benefits of intervention, and other issues. The committee issues a series of challenges to decision makers regarding the quality of child care, issues of racial and ethnic diversity, the integration of children's cognitive and emotional development, and more. Authoritative yet accessible, From Neurons to Neighborhoods presents the evidence about "brain wiring" and how kids learn to speak, think, and regulate their behavior. It examines the effect of the climate-family, child care, community-within which the child grows.

Book excerpt: The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.

Book excerpt: This book provides a comprehensive, step-by-step approach to organic process research and development in the pharmaceutical, fine chemical, and agricultural chemical industries. Process R&D describes the steps taken, following synthesis and evaluation, to bring key compounds to market in a cost-effective manner. More people are being hired for work in this area as increasing numbers of drug candidates are identified through combinatorial chemistry and high-throughput screening. The book is directed to industrial (primarily organic) chemists, and academicians (particularly those involved in a growing number of start-up companies) and students who need insight into industrial process R&D. Current books do not describe hands-on, step-by-step, approaches to solving process development problems, including route, reagent, and solvent selection; optimising catalytic reactions; chiral syntheses; and "green chemistry." "Practical Process Research and Development" will be a valuable resource for researchers, managers, and graduate students. * Provides insights into generating rugged, practical, cost-effective processes for the chemical preparation of "small molecules" * Breaks down process optimization into route, reagent and solvent selection, development of reaction conditions, workup, crystallizations and more * Includes over 100 tips for rapid process development * Presents guidelines for implementing and troubleshooting processes

Book excerpt: Perceptions that the pace of new-drug development has slowed and that the pharmaceutical industry is highly profitable have sparked concerns that significant problems loom for future drug development. This Congressional Budget Office (CBO) study-prepared at the request of the Senate Majority Leader-reviews basic facts about the drug industry's recent spending on research and development (R&D) and its output of new drugs. The study also examines issues relating to the costs of R&D, the federal government's role in pharmaceutical research, the performance of the pharmaceutical industry in developing innovative drugs, and the role of expected profits in private firms' decisions about investing in drug R&D. In keeping with CBO's mandate to provide objective, impartial analysis, the study makes no recommendations. David H. Austin prepared this report under the supervision of Joseph Kile and David Moore. Colin Baker provided valuable consultation...

Book excerpt: Although competitive oil and natural gas markets generally provide incentives for companies to invest in R&D, some industry experts believe these companies may underinvest in certain areas. A recent report noted important criteria for the DoE to consider in evaluating its oil and natural gas R&D efforts -- including the likelihood that industry would perform the research without fed. funding. This report reviews: (1) how much U.S. industry has invested in oil and natural gas R&D over the last 10 years, and the current focus of these activities; (2) how DoE's oil and natural gas R&D funding and activities compare with industry's; and (3) to what extent DoE ensures that its oil and natural gas R&D would not occur without federal funding. Available in PDF, EPUB and Kindle. Book excerpt: More than half of the 116 research parks now operating in the United States were established during the 1980s, with the aim of boosting regional economic growth. But until now no one has systematically analyzed whether research parks do in fact generate new businesses and jobs. Using their own surveys of all existing parks and case studies of three of the most successful--Research Triangle Park in North Carolina, Stanford Research Park in California, and the University of Utah Research Park--Michael Luger and Harvey Goldstein examine the economic impact of such facilities. As the name suggests, a research park is typically meant to provide a spacious setting where basic and applied technological research can be quietly pursued. Because of the experience of a few older and prominent research parks, new parks are expected to generate economic growth for their regions. New or old, most parks have close ties to universities, which join in such ventures to enhance their capabilities as centers of research, provide outlets for entrepreneurial faculty members, and increase job opportunities for graduate students. Too often, the authors say, the vision of "incubating" economic growth in a gardenlike preserve of research and development has failed because of poor planning, lack of firm leadership, and bad luck. Although the longest-lasting parks have met their original goals, the newer ones have enjoyed at best only slight success. Luger and Goldstein conclude that the older facilities have captured much of the market for concentrations of research and development firms, and they discuss alternative strategies that could achieve some of the same goals as research parks, but in a less costly way. Many of these alternatives continue to include a role for universities, and Luger and Goldstein shed fresh light on the linkage between higher education and the use of knowledge for profit.

This book was released on 2001-09-03 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Energy (DOE) is nearing a decision on how to process 30 million gallons of high-level radioactive waste salt solutions at the Savannah River Site in South Carolina to remove strontium, actinides, and cesium for immobilization in glass and eventual shipment to a geologic repository. The department is sponsoring research and development (R&D) work on four alternative processes and plans to use the results to make a downselection decision in a June 2001 time frame. The DOE requested that the National Research Council help inform this decision by addressing the following charge: evaluate the adequacy of the criteria that will be used by the department to select from among the candidate processes under consideration; evaluate the progress and results of the research and development work that is being undertaken on these candidate processes; and assess whether the technical uncertainties have been sufficiently resolved to proceed with downsizing the list of candidate processes. Responses to the last two points are provided in this report. Research and Development on a Salt Processing Alternative for High-Level Waste at the Savannah River Site focuses exclusively on the technical issues related to the candidate processes for radionuclide removal from high-level waste salt solutions at SRS. The committee's interim report served as a response to the first point of this charge, and may be read in Appendix B. In that report, the committee found that DOE's proposed criteria are an acceptable basis for selecting among the candidate processes under consideration, but that the criteria should not be implemented in a way that relies on a single numerical "total score."

Available in PDF, EPUB and Kindle. Book excerpt: Europe’s growth outlook has weakened notably in the wake of the global financial crisis, and policy-makers are understandably preoccupied with achieving a near-term rebound. But sustained growth can only be achieved by also addressing the structural causes of low growth. One such element is Europe’s relatively low spending on research and development (R&D), which hampers innovation and productivity growth. This study sheds light on this shortfall by decomposing R&D spending along different dimensions. It shows that Europe’s underinvestment in R&D is unevenly distributed across countries, regions and sectors. Strong economic forces underpinning this differentiation imply that misdirected R&D policies could be highly wasteful. Another key finding is that, by its sheer size, the services sector accounts for a substantial portion of Europe’s lag vis-à-vis the United States in terms of both R&D spending and productivity growth. This points to a continuing need to foster competition and deregulation in this protected segment of the economy, if higher economic growth is to be achieved.
