Phase 11 demonstrated the technical feasibility of such a computerized simulation and attempted to broaden the data base related specifically to shelter management actions. In a comprehensive literature review of the material relating to shelter management it was determined that a common baseline has never been established for evaluating the effectiveness of various shelter management characteristics. For this reasons, it was not possible to quantify the findings in a manner suitable for programming and incorporate them in the model. While the concept of shelter management simulation has considerable inherent value as a predictive tool, its future development requires the support of a systematic program of research in order to provide the necessary mathematical data base. A true comparison of the different methods of supplying the air cannot be made due to an error in the water supply to the Simocs during the time the air was being supplied via the emergency supply inlet. This error would cause a change in the effective temperatures within the shelter.
