Book excerpt: This Joint Staff Advisory Note focuses on Republic Of Moldova’s Poverty Reduction Strategy Paper and National Development Strategy (NDS). The NDS unifies in one document the government’s poverty reduction strategy and development vision. The NDS argues that Moldova needs to add productivity-enhancing investment and exports as growth drivers to its traditional consumption-based growth model. The strong pace of growth observed in the mid-2000s was driven by domestic consumption fuelled by remittances. The NDS calls for a shift from the current consumption-based growth model toward one based on raising investments, increasing productivity and competitiveness, developing export industries, and promoting a knowledge-based society.

Book excerpt: This paper discusses the Poverty Reduction Strategy Paper and National Development Strategy (NDS) for the Republic of Moldova. The NDS “Moldova 2020” presents a vision of cohesive long-term sustainable economic development based on a diagnostic study of constraints to economic development. Areas such as health, culture, social protection, and environmental protection are crucial for the country’s sustainable development. The focus of the NDS is to increase the budget coverage of adequate policies in these sectors as a result of accelerated economic development. Such a focus also requires the sustainability of foreign assistance currently provided to the country.

Domestic economic and political crises are likely to undermine the achievement of several MDG targets set for 2010 and 2015. The goals were to reduce extreme poverty and hunger, achieve universal access to general secondary education, promote gender equality and empower woman, and so on. After growing dramatically in 1998–1999, poverty in Moldova began to decline in 2000. Addressing the environmental challenges and risks is imperative for Moldova.

The EGPRSP has the potential to become an effective tool for continuous strategic planning, and for providing for the prioritization of strategic objectives and the implementation of related actions. It is also a tool for efficient and transparent allocation of available resources, and for the harmonization of medium- and long-term objectives. The EGPRSP also represents a framework for the coordination of sectoral strategies, directing them toward the accomplishment of the higher-level EGPRSP objectives.

Book excerpt: This Joint Staff Advisory Note provides IMF staff’s assessment of the Moldova authorities’ first Annual Evaluation Report (AER), which covers the period from late 2004 to early 2006. Broadly, the AER provides a candid assessment of the accomplishments and shortcomings of the past year, focusing on outcomes rather than inputs. It points to evidence of continued poverty reduction, but also highlights areas where policy implementation has been slower than originally envisaged. The AER also presents an updated description of the dynamics of poverty and inequality in Moldova.

On January 18, 2008, the Government of Moldova formally approved the second Poverty Reduction Strategy-known as the National Development Strategy (NDS) 2008-2011. Incorporating key elements of its predecessor, the Economic Growth and Poverty Reduction Strategy Paper (EGPRSP), the NDS unifies in one document the government's poverty reduction strategy and development vision, though the EU-Moldova Action Plan remains a separate strategic document. As with the EGPRSP, the inclusive and participatory process in elaborating the NDS will also contribute to implementation. The EGPRSP proved to be an effective mechanism to mobilize donor support, and development partners have already indicated their intentions to align their strategies and programs with the NDS.

Book excerpt: The Republic of Moldova is continuously transforming, directly affected by regional and global events: the rise in the cost of energy and food products, the security crisis in the region created by the aggression of the Russian Federation in Ukraine, the reformation of value chains and even climate change affecting agricultural production. In this extremely difficult context, in addition to the short-term interventions needed to cope with the current crises, the Government has proposed to define a medium- and long-term development vision, in order to strengthen our resilience to future crises and create the basis for a sustainable and inclusive development of the country.

Book excerpt: This paper reviews the Poverty Reduction Strategy Annual Evaluation Report 2005 for Moldova. Economic growth and income redistribution policies promoted in the context of Economic Growth and Poverty Reduction Strategy (EGPRS) implementation contributed to higher incomes and improved access of population to social services, which led to higher living standards and poverty reduction in Moldova. During 2002-04, poverty rates decreased by 14.5 percentage points. By 2004, only 26.5 percent of the population of Moldova was poor. The most essential decrease took place in 2002-03.

Download or read book EU Induced Institutional Change in Post-Soviet Space written by Ryhor Nizhnikau and published by Routledge. This book was released on 2018-07-24 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the role of the European Union in the process of institutional change in its Eastern neighbourhood and explains why EU policies arrive at contradictory outcomes at the sectoral level. Combining EU studies approaches with insights from the fields of new institutionalism, international development studies and transnationalisation, it explains how the EU policies contribute to rule persistence or lead to institutional change. Highlighting the importance of investigating how the policies of external intervention interact with domestic institutions, the book also provides a coherent presentation of the political and economic problems of Ukraine and Moldova and a comparative analysis in key areas at critical junctures of their development. This book will be of key interest to scholars and students of European Union politics and more broadly to International Relations, post-Soviet and Russian studies.
Book Synopsis The Political Economy of Climate Finance Effectiveness in Developing Countries by : Mark Purdon
Download or read book The Political Economy of Climate Finance Effectiveness in Developing Countries written by Mark Purdon and published by Oxford University Press. This book was released on 2024-01-01 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is ample evidence that engaging developing countries on climate change mitigation would have significant, positive impacts on global climate efforts. There is much debate, however, on the most effective strategy for unlocking these low-cost mitigation opportunities. While the Clean Development Mechanism (CDM) emerged as the main climate finance instrument for engaging developing countries under the Kyoto Protocol, the carbon market approach it embodied would largely be replaced by a new array of climate finance instruments based on climate funds. In The Political Economy of Climate Finance Effectiveness in Developing Countries, Mark Purdon shows that the effectiveness of climate finance instruments to reduce emissions under either strategy has depended on the interaction between prevailing ideas about how to develop a nation's economy, as well as state interests in various economic sectors. Based on multiple field visits over a decade in three countries, the author demonstrates that climate finance instruments have been more effectively implemented when the state treats them as vehicles for addressing priority development issues. Climate finance instruments were more consistently and effectively implemented in Uganda and Moldova than Tanzania, despite differences in state capacity between countries. This pattern held for the CDM, as well as subsequent instruments largely based on climate funds, such as Reducing Emissions from Deforestation and Forest Degradation (REDD+) and other national mitigation actions. Contributing to broader debates on international climate cooperation, Purdon's findings inform international efforts to support national climate plans and catalyze low-carbon development by emphasizing the importance of domestic politics and the state.
