Book excerpt: The appraisal of events that have uncertain outcomes is discussed with particular reference to a feasible method for evaluating the riskiness of investment projects. The essence of the uncertainty problem is that many of the variables affecting the outcome of a particular plan are outside of the planner's control. Uncertainty, which is relevant for most decisions, is best characterized in terms of a decision agent's subjective beliefs about probabilities. The probabilistic approach lends itself best to an appraisal of possible outcomes of a project that is affected by uncertainties from many sources. Probability judgments about many basic variables and parameters affecting the final outcome can be aggregated into an estimate of the probability distribution of that final outcome. This aggregation method is demonstrated for calculation of the economic returns of a project. The method of approximation by a simulated sample is described, and its application to probability distribution rates of returns from actual projects is explained. The preparation of a mathematical model is detailed, emphasizing the usefulness of computerized calculations. Fourteen tables and nine figures are provided.

Available in PDF, EPUB and Kindle. Book excerpt: The politics of food is changing fast. In rich countries, obesity is now a more serious problem than hunger. Consumers once satisfied with cheap and convenient food now want food that is also safe, nutritious, fresh, and grown by local farmers using fewer chemicals. Heavily subsidized and underregulated commercial farmers are facing stronger push back from environmentalists and consumer activists, and food companies are under the microscope. Meanwhile, agricultural success in Asia has spurred income growth and dietary enrichment, but agricultural failure in Africa has left one-third of all citizens undernourished - and the international markets that link these diverse regions together are subject to sudden disruption. Food Politics: What Everyone Needs to Know® carefully examines and explains the most important issues on today's global food landscape, including international food prices, famines, chronic hunger, the Malthusian race between food production and population growth, international food aid, "green revolution" farming, obesity, farm subsidies and trade, agriculture and the environment, agribusiness, supermarkets, food safety, fast food, slow food, organic food, local food, and genetically engineered food. Politics in each of these areas has become polarized over the past decade by conflicting claims and accusations from advocates on all sides. Paarlberg's book maps this contested terrain, challenging myths and critiquing more than a few of today's fashionable beliefs about farming and food. For those ready to have their thinking about food politics informed and also challenged, this is the book to read. What Everyone Needs to Know® is a registered trademark of Oxford University Press.

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural policy reform has become a very hot topic. Over the next couple of years we will see the funding for these programs being hotly debated. The thesis of this book is that a better-informed public is essential to bring rationality to farm policy. This book provides telling evidence that markets work, that competent commercial farmers will earn returns on their resources as high as those earned elsewhere in the absence of income transfer to farmers.

Available in PDF, EPUB and Kindle. Book excerpt: This book, which is the first to be published in the emerging field of farm-level microsimulation, highlights the different methodological components of microsimulation modelling: hypothetical, static, dynamic, behavioural, spatial and macro–micro. The author applies various microsimulation-based methodological tools to farms in a consistent manner and, supported by a set of Stata codes, undertakes analysis of a wide range of farming systems from OECD countries. To these case studies, O’Donoghue incorporates farming policies such as CAP income support payments, agri-environmental schemes, forestry planting incentives and biomass incentives – in doing so, he illuminates the merits of microsimulation in this environment.

Results that were scattered throughout professional journals and monographs are now gathered into an integrated approach using a common notation. The book prepares the reader to apply the tools of the dual approach to real world problems and data sets. Particular care has been devoted to choosing topics for discussion that achieve this goal. Throughout the book there are worked examples and exercises, which are geared toward developing the reader's facility in using modern developments in production economics. Separate chapters are devoted to production, cost, and profit functions. Other topics include flexible functional forms, aggregation across inputs and outputs using the theory of separable structures, aggregation over economic optimizing firms, the representation of multioutput technologies, and the analysis and measurement of technical change from both a primal and a dual perspective.

Cost-Benefit Analysis and Water Resources Management is written for both academics and policymakers interested in the use and usefulness of CBA in water resources management.

Available in PDF, EPUB and Kindle. Book excerpt: The federal crop insurance program is considered by many farmers and policy makers as the centerpiece of the farm safety net. The program makes available subsidised insurance policies for about 130 commodities ranging from apples to wheat. These "multiple peril" policies help producers manage financial risks associated with crop yield or revenue losses. Insurable causes of losses include adverse weather (e.g., drought and flood), insects or disease outbreaks, and failure of irrigation water supply. The enacted 2014 farm bill enhances the federal crop insurance program by expanding its scope, covering a greater share of farm losses, and making a variety of other modifications that broaden policy coverage. This book describes in detail changes made to the program as part of the 2014 farm bill. It also discusses the agricultural disaster assistance.
