Book excerpt: Racial profiling is a topic that has been investigated and debated for many years, yet researchers continue to look for ways to prove or disprove the occurrence of racial profiling by police. In Connecticut, legislation was passed to prohibit police officers from conducting motor vehicle stops based solely on the consideration of race, color, ethnicity, age, gender, or sexual orientation. This legislation gave police officers clear direction that neither race nor ethnicity can be the sole motivating factor in making motor vehicle stops. A portion of this legislation required law enforcement departments to collect and report racial and ethnic traffic stop data to the State of Connecticut, and that the data would then be analyzed by a group working under the Racial Profiling Prohibition Project (RP3). One town, the Town of Wethersfield, CT, was chosen to determine if a benchmark used by the RP3, Estimated Driving Population (EDP), was similar to the actual racial and ethnic composition of operators driving on the roads of Wethersfield, and was the racial and ethnic population of drivers in Wethersfield similar throughout the town. Researchers used direct observation in both moving and stationary locations to record the racial composition of 30,812 operators in Wethersfield over a four month period. Identification of the operators was done by researchers who stood at pre-determined high traffic areas of town and by driving throughout these high traffic areas documenting the racial composition of operators. The results showed that the minority makeup of the operators driving in Wethersfield was higher than that determined by the RP3 estimated driving population and that the driving population differed throughout different areas of the Town of Wethersfield, CT.

Book excerpt: There has been a considerable amount of research directed at the issues of racial profiling by police officers in part because of the number of incarcerated minorities and in the State of Connecticut with the passing of the Alvin W. Penn Racial Profiling Prohibition Act in 1999. This study contributes to the literature on profiling by police officers. This study examines the conduct of profiling motor vehicle stops by examining other variables such as gender, age, resident status, and the type of final citation issued compared to being searched. It also contributes to the investigation of the above variables and how terrorist profiling is applied to combat terrorist acts. By applying the same basic principles by police on the local level they can apply basic criminal profiling to deter crime and enforce applicable laws. Empirical based data driven law enforcement. Additionally, this study uses data collected previously throughout the State of Connecticut for the State of Connecticut Traffic Stop Data Analysis and Findings, 2014-2015. This study looked at the five municipal departments that showed to exhibit statistically significant racial or ethnic disparity. Those towns are Bloomfield, New Milford, Norwalk, West Hartford, and Wethersfield. The total number of traffic stops for these five towns are 27, 581 (N) and the total number of searches conducted are 1, 372. The study showed there was a significant relationship between being searched and gender, age, and final citation issued by the officer. The study found that the five towns researched stopped mostly males, between the ages of 21 to 30 years old and issued either a uniformed arrest or a verbal warning. In reference to being a resident, residents were searched 51.7% of the time and non residents were searched 48.3% of the time. The number of searches for these five towns was 1,372, with a total of 677 times that contraband was found. The ratio "hit rate" for contraband found to searches in total was 10:1.
