Book excerpt: This companion to a 2005 publication on the same topic, presents case studies documented from a government perspective, rather than from that of civil society. These case studies illustrate government-civil society partnerships in the implementation of programmes and activities addressing the four critical areas of the Commonwealth Plan of Action for Gender Equality 2005-2015: gender, democracy, peace and conflict; gender, human rights and law; poverty eradication and economic empowerment; and gender and HIV and AIDS.They represent a variety of successes, challenges and lessons in terms of all aspects of government-civil society partnerships, from the conceptualisation, planning and development of the partnerships and projects, to their implementation, supervision, monitoring and evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: In August 2008, Heads of State of the Southern African Development Community adopted the ground-breaking SADC Protocol on Gender and Development. This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. The SADC Gender Protocol is the only sub-regional instrument that brings together existing global and continental commitments to gender equality and enhances these through time bound targets. Aligned to Millennium Development Goal Three, the original 28 targets of the Protocol targets expire in 2015. Now that 2015 is here, we need to step back, assess and reposition. In June 2014, SADC Gender Ministers agreed to review the targets of the Gender Protocol in line with the Sustainable Development Goals (SDGs). In May this year, ministers added that they want the Protocol to be accompanied by a Monitoring, Evaluation and Results Framework. The 2015 Barometer shows that implementation is now the biggest missing gap in the quest for gender equality. Now is the time to strengthen resolve, reconsider, reposition, and re-strategise for 2030. SADC GENDER PROTOCOL BAROMETER • 2015 2015 is here! This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. By the 2013 Heads of State summit, 13 countries had signed and 12 countries had ratified the SADC Gender Protocol. The Protocol is now in force. With one year to go, time is ticking to 2015, when governments need to have achieved 28 targets for the attainment of gender equality. In keeping with the Alliance slogan: Yes we must! this 2014 Barometer provides a wealth of updated data against which progress will be measure by all those who cherish democracy in the region. The world, and SADC, is also looking to the future with the post 2015 agenda. Now is the time to strengthen resolve, reconsider, reposition, and re-strategise for 2030.

Book excerpt: What is the scope for independent citizen action in media and cultural policy formation? How can audiences effectively voice critiques of media content? In a market-centred and consumer-oriented media world, what is the potential for monitoring, lobbying and advocacy? This book argues that there is a role for local action to defend and promote diversity in the content, images, symbols and values that people use in making sense of their lives. It focuses on media portrayals of gender - whose critique has been fundamental to the modern international women's movement. Now, research and activism have been brought together in the form of gender media monitoring - systematic data collection aimed at policy critique and practical change. The book brings together research findings and monitoring experiences from both North and South to demonstrate how women's groups have developed effective media monitoring models.

Book excerpt: Violence against women and children is a serious public health concern, with costs at multiple levels of society. Although violence is a threat to everyone, women and children are particularly susceptible to victimization because they often have fewer rights or lack appropriate means of protection. In some societies certain types of violence are deemed socially or legally acceptable, thereby contributing further to the risk to women and children. In the past decade research has documented the growing magnitude of such violence, but gaps in the data still remain. Victims of violence of any type fear stigmatization or societal condemnation and thus often hesitate to report crimes. The issue is compounded by the fact that for women and children the perpetrators are often people they know and because some countries lack laws or regulations protecting victims. Some of the data that have been collected suggest that rates of violence against women range from 15 to 71 percent in some countries and that rates of violence against children top 80 percent. These data demonstrate that violence poses a high burden on global health and that violence against women and children is common and universal. Preventing Violence Against Women and Children focuses on these elements of the cycle as they relate to interrupting this transmission of violence. Intervention strategies include preventing violence before it starts as well as preventing recurrence, preventing adverse effects (such as trauma or the consequences of trauma), and preventing the spread of violence to the next generation or social level. Successful strategies consider the context of the violence, such as family, school, community, national, or regional settings, in order to determine the best programs.
