Cohen announced the appointment of the Federal Advisory Committee on Gender-Integrated Training and Related Issues. Former United States Senator Nancy Kassebaum Baker was named chairperson of the Federal Advisory Committee. The Federal Advisory Committee was directed to 'Assess the current training programs and policies, with err on initial entry training programs and policies, of the Army, Navy, Air Force and Marine Corps necessary to assure the readiness and effectiveness of the all volunteer force and provide such advice make such recommendations as the Committee considers warranted; and Examine related normal issues.' The Federal Advisory Committee was created as a result of Secretary Cohen's conviction that the successful integration of men and women in the military requires superb basic training in all of th Services. As the Secretary observed: "I think it should be clear that our all volunteer force, a force that has produced the best military in the world, cannot meet its obligations without the continued strong contribution of men and women working together. It should also be clear that training is the key to an effective and ready force." On December 16, 1997, the Federal Advisory Committee reported a wide range of recommend Senator Kassebaum Baker characterized the Federal Advisory Committee's report as a comprehensive package, which included recommendations concerning recruitment as well as suggestions for improving the training of men and women entering the Services. Upon receiving the report of the Federal Advisory Committee, Secretary Cohen tasked the Services to review and assess the recommendations. After receiving the Services' responses on March 16, 1998, Secretary Cohen directed the Services to address in more detail the additional action required in three areas especially critical to basic military training training cadre leadership, recruit billeting and training rigor.

The demographics of the all-volunteer force have also been undergoing a major transition. Since 1972, when women comprised about 2 percent of the military, the number of women has increased in the total force to about 13.5 percent and recent policy changes have opened up more than 260,000 new positions for women. These significant changes and trends are requiring adjustments to how today's recruits are trained. There is no more valuable military resource than its personnel, making training, indisputably, a top priority. It is the committee's intention, during this time of transition, to contribute to the effort to craft a sound policy for training our young men and women today for tomorrow's missions.

These incidents also prompted the Secretary of the Army to establish the Senior Review Panel on Sexual Harassment. In November 1996, the Secretary of the Army established the Senior Review Panel on Sexual Harassment. The panel's mission was to make recommendations to improve the human relations environment in which soldiers live and work, with the specific goal of eradicating sexual harassment in the Army. The panel consisted of seven members, including two retired general officers recalled to active duty, two active duty general officers, a senior noncommissioned officer, and two DOD civilians. The Senior Review Panel forwarded its report and recommendations to the Secretary of the Army in July 1997. It included 40 recommendations, of which 14 dealt with training and related issues.

Book excerpt: Over the past two decades of conflict, women have served with valor and continue to serve on combat aircraft, naval vessels, and in support of ground combat operations. The expansion of roles for women in the Armed Forces has evolved since the early days of the military when women were restricted by law and policy from serving in certain occupations and units. Women have not been precluded by law from serving in any military unit or occupational specialty since 1993 when Congress repealed the remaining prohibitions on women serving on combatant aircraft and vessels. However, Department of Defense (DOD) policies have prevented women from being assigned to units below brigade level where the unit's primary mission was to engage directly in ground combat. This policy barred women from serving in infantry, artillery, armor, combat engineers, and special operations units of battalion size or smaller. On January 24, 2013, then-Secretary of Defense Leon Panetta rescinded the rule that restricted women from serving in combat units and directed the military departments and services to review their occupational standards and assignment policies and to make recommendations for opening all combat roles to women no later than January 1, 2016. On December 3, 2015, Secretary of Defense Ashton Carter ordered the military to open all combat jobs to women with no exceptions. This most recent policy change followed extensive studies that were completed by the military departments and by the Special Operations Command (SOCOM) on issues such as unit cohesion, women's health, equipment, facilities modifications, propensity to serve, and international experiences with women in combat. These studies also included a review and validation of gender-neutral occupational standards for combat roles where such standards existed. On March 10, 2016, Secretary Carter announced that the Services' and SOCOM's implementation plans for the integration of women into direct ground combat roles were approved. Some concerns about the implementation of the new policy remain, including the recruitment, assignment, and career management of women into the new roles, and the impact of integration on unit readiness. Congress has oversight authority in these matters, and may also consider issues such as equal opportunity, equal responsibility (such as selective service registration), and the overall manpower needs of the military.

Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks.
