The dictates of Jim Crow meant that these men and women were almost entirely excluded from public life, but as Karen Ferguson demonstrates, Roosevelt's New Deal opened unprecedented opportunities for black Atlantans struggling to achieve full citizenship. Black reformers, often working within federal agencies as social workers and administrators, saw the inclusion of African Americans in New Deal social welfare programs as a chance to prepare black Atlantans to take their rightful place in the political and social mainstream. They also worked to build a constituency they could mobilize for civil rights, in the process facilitating a shift from elite reform to the mass mobilization that marked the postwar black freedom struggle. Although these reformers' efforts were an essential prelude to civil rights activism, Ferguson argues that they also had lasting negative repercussions, embedded as they were in the politics of respectability. By attempting to impose bourgeois behavioral standards on the black community, elite reformers stratified it into those they determined deserving to participate in federal social welfare programs and those they consigned to remain at the margins of civic life.

Book excerpt: This collection of ten original studies covers a wide range of issues related to the regional distinctiveness of welfare provision in the South and the development of the larger federal welfare state. The studies examine New Deal and Great Society programs from the Works Progress Administration and Civilian Conservation Corps to Social Security and Medicare. In addition, they draw attention to such private-sector organizations as the Salvation Army and the National Association for the Advancement of Colored People. Some essays look at the degree of federal responsiveness to, or actual engagement with, recipients of assistance. One such study examines the dynamics between the New Deal bureaucracy, poor women who worked in WPA-organized sewing rooms in Atlanta, and local political activists concerned about the women's working conditions. The power of race and racism to shape the delivery of social services in the region, as well as the strong connections between social welfare and civil rights, is a concern common to many studies. One study shows how linking the availability of federal Medicare funds to racial equality helped end segregation in southern hospitals. Others focus on topics ranging from the pioneering North Carolina Fund, a state program that shaped Great Society initiatives, to the public health nurses and home economists of the Farm Security Administration, to Georgia governor Eugene Talmadge's maneuverings against the Federal Emergency Relief Administration. The New Deal and Beyond is filled with many new insights into initiating and maintaining social programs in the South, a region whose welfare history is key to understanding the larger story of the American welfare state.

Book excerpt: In 1948, Moss Kendrix, a former New Deal public relations officer, founded a highly successful, Washington, D.C.-based public relations firm, the flagship client of which was the Coca-Cola Company. As the first black pitchman for Coca-Cola, Kendrix found his way into the rarefied world of white corporate America. His personal phone book also included the names of countless black celebrities, such as bandleader Duke Ellington, singer-actress Pearl Bailey, and boxer Joe Louis, with whom he had built relationships in the course of developing marketing campaigns for his numerous federal and corporate clients. Kendrix, along with Ebony publisher John H. Johnson and Life photographer Gordon Parks, recognized that, in the image-saturated world of postwar America, media in all its forms held greater significance for defining American citizenship than ever before. For these imagemakers, the visual representation of African Americans as good citizens was good business. In Represented, Brenna Wynn Greer explores how black entrepreneurs produced magazines, photographs, and advertising that forged a close association between blackness and Americanness. In particular, they popularized conceptions of African Americans as enthusiastic consumers, a status essential to postwar citizenship claims. But their media creations were complicated: subject to marketplace dictates, they often relied on gender, class, and family stereotypes. Demand for such representations came not only from corporate and government clients to fuel mass consumerism and attract support for national efforts, such as the fight against fascism, but also from African Americans who sought depictions of blackness to counter racist ideas that undermined their rights and their national belonging as citizens. The story of how black capitalists made the market work for racial progress on their way to making money reminds us that the path to civil rights involved commercial endeavors as well as social and political activism.

The task of integration has increasingly fallen to the schools, where children are taught a common language and a set of democratic values and sent on their ways to become productive members of society. How American schools have set about educating these diverse students, and how these students' needs have altered the face of education, are issues central to the social history of the United States in the 20th century. In her pathbreaking new book Paula S. Fass presents a wide ranging examination of the role of "outsiders" in the creation of modern education. Through a series of in-depth and fascinating case studies, she demonstrates how issues of pluralism have shaped the educational landscape and how various minority groups have been affected by their educational experiences. Fass first looks at how public schools absorbed the children of immigrants in the early years of the century and how those children gradually began to use the schools for their own social purposes. Ann Short Chirhart's study is the first to analyze such modernizing events in Georgia. She shows how these changes affected the creation of the state's public school system and cast its teachers in a crucial role as mediators between transformation and tradition. Depicting Georgia's steps toward modernity through teachers' professional and cultural work and the educational reforms they advocated, Chirhart presents a unique perspective on the convergence of voices across the state calling for reform or continuity, secularism or theology, equality or enforced norms, consumption or self-reliance. Although most teachers, black and white, shared backgrounds rooted in localism and evangelical Protestantism, attitudes about race and gender kept them apart. African American teachers, individually and collectively, redefined traditional beliefs to buttress ideals of racial uplift and to press for equal access to public services. White women adapted similar beliefs in different ways to enhance their efforts to train greater numbers of white students for professional and wage labor. Torches of Light is based on such sources as government archives, manuscript collections, and interviews with teachers. As Chirhart examines the ideas over which Georgians clashed, she also shows how those ideas were embodied in New Deal and U.S. Department of Agriculture programs, the political activities of the black Georgia Teachers and Educators Association, and the Georgia legislature's 1949 Minimum Foundation Act. Through two world wars and the Great Depression, teachers sought to reconcile clashing beliefs not only to renegotiate class, race, and gender roles but also to enhance their own professionalism and authority.
