Morrill, of Lincoln, and Judge Matt Miller, of David City, having been duly appointed by your Excellency as commissioners, met at your office for the first time on April 25, 1903, and having received their certificates of such appointment under the act creating the commission, proceeded to the organization of said commission, as follows: Gurdon W. Wattles, president; Charles H. Morrill, vice-president and treasurer, and Judge Matt Miller, secretary. Soon after its organization the commission established headquarters in Omaha, and H. G.
