It first traces the history of the use of PR in international development activities at the IDRC & other organizations, and notes trends in its use. It then examines the changing corporate environment at IDRC and its impact on PR & research planning, compares IDRC with other agencies in their support for PR, and analyzes PR projects supported by IDRC. The analysis is based on a comprehensive examination of a special database of IDRC projects, and data are presented on project type, number & value of projects, their regional distribution, administration, length, and funding. Eight projects are examined in detail & analyzed by theme (such as cultural & political context, participant training, leadership, internal organization, motivation to participate, transferability, & capacity building) & level of success. Findings of a field trip to Kenya to obtain first-hand observations of a number of PR-related projects are also summarized. Based on this research, the report provides an evaluation framework which might be used in the future assessment of PR projects.
