Book excerpt: Human trafficking has garnered a significant and growing amount of attention from the U.S. government since the 1990s, culminating in the passage of the federal Trafficking Victims Protection Act in 2000. There is also a growing body of research on human trafficking, but most of it has focused on trying to show that human trafficking is a problem. Wilson and Dalton explore the extent and characteristics of concrete cases of human trafficking in Columbus and Toledo, Ohio, as well as the awareness of and response to the problem by the justice systems and social service provider communities in the two cities. The authors summarize their content analysis of newspaper accounts as well as key respondent interviews that they conducted with criminal justice officials and social service providers in each site. These identified several cases of juvenile sex trafficking and forced prostitution in Toledo, as well as a smaller trafficking market centered on the forced labor of noncitizens in Columbus. Wilson and Dalton compare the two cities' considerably different responses to human trafficking, and conclude with suggestions on how to raise awareness about human trafficking and improve the responses of the criminal justice system, the juvenile justice system, and social services to the problem.

The purpose of this study is to analyze Ohio law enforcement officers' knowledge and training, characteristics of cases, collaborative efforts, and barriers to investigation of human trafficking cases. Both secondary and primary data sources were used to answer the research questions raised in this study. The results of the first phase of the study revealed an overall lack of knowledge and lack of training on human trafficking. Findings in the second phase of the study revealed that law enforcement officers have had experience with almost 300 human trafficking cases and mostly encounter victims when investigating other types of crimes. The majority of law enforcement officers mentioned collaborating with at least one federal, state, or regional level anti-human trafficking organization. Finally, there was an overall consensus among law enforcement officers that lack of training was the primary barrier to identifying and investigating human trafficking cases, followed by lack of awareness, and lack of protocols. This study's findings yielded social work practice and policy implications based on the ethical requisite for social workers to serve vulnerable populations, enhance human wellbeing, and advocate for social justice.

The goal was to understand how efforts of combating human trafficking started, how they progressed, and to explore where efforts remain at this time. Additionally, the goal was to identify and understand what is working in law enforcement, human trafficking courts, and policy. This included identifying issues such as disparity in law enforcement reporting, lack of recognition of sex trafficking, and outdated policies. To assess these issues, this project utilized human trafficking data available through the FBI Uniform Crime Report (UCR), including human trafficking arrests and clearance rates, as well as reported tip data from the National Human Trafficking Hotline (NHTH) between the years of 2015-2018. Additionally, this analysis incorporated Polaris Project’s report card scores on the quality of criminal record relief laws addressing adult sex trafficking survivors. The four years of data were analyzed to identify relationships between law enforcement arrests and NHTH reporting, as well as to assess whether or not there was a relationship in clearance rates and the quality of criminal record relief laws. An important finding included identifying that there is a positive moderate to strong relationship between NHTH reporting and law enforcement arrests, indicating that there is a likelihood that law enforcement recognition and awareness is improving. Another important finding includes a considerable issue in lack of data reported within human trafficking courts where there is an inability to assess the effect they may have on clearance rates. Criminal record relief laws appear to have no relationship with clearance rates, leaving open questions regarding how many survivors are left with a criminal record from sex trafficking victimization. This tells us that there is much more work needed to be done to improve justice system responses in figuring out strategically where resources need to be allocated to improve coverage as well as identifying ways to improve a more centralized form of reporting for human trafficking data."--Abstract.
