Poverty figures for urban areas are higher compared to rural areas in a large number of states. It analyses the processes of urbanization, migration, changes in the structure of the economy, and the pattern of infrastructural investment with the aim of assessing their impact on the poor. Changes in urban governance, legal system, and the administrative structure have been reviewed to identify the problems faced by the poor and to focus on the systemic changes that need to be brought in. Thus it focuses on urbanization keeping poverty at the centre of analysis.

Among these was the promise to provide all urban citizens with decent housing, and thus to clear all slums. This promise structures this book. It is divided into two sets of questions. The first one refers to the past. It was apparently necessary to express concern about the poor housing and sanitary provisions for many citizens before 1947. What was hence the situation of urban living during the approximately 150 years of colonial rule? What measures were taken (or not taken) for improvement? The promise to provide decent housing in independent India structures the second part of this book through a second set of questions. What were the public actions to bring the promise nearer by? What has been realized, what faded away finally? The analysis ends in the mid-1960s when the role of public actors with regard to housing and the living environment diminished and the idea of 'self-help' and just marginal improvements of hut areas gained ground. Finally, some answers to the question why Indian society has as yet not been able to find adequate answers to the lack of decent housing for a majority of its citizens, are formulated. This is more a matter of administrative logistics: at the national level, the rural housing sector falls within the purview of the Ministry of Rural Development, while the “Housing and Human Settlements” in urban areas is the jurisdiction of The Ministry of Housing and Urban Poverty Alleviation. It is the latter ministry that has spearheaded affordable housing as a concept and policy. Developing affordable housing on a large scale is the greatest challenge in urban India today, promising a solution to the proliferation of slums, unorganized real estate development, unplanned growth and transit congestion. It is vital that certain critical issues are addressed urgently to make affordable housing a possibility. Affordable housing is a larger concept than low cost housing, it includes within its ambit low and middle income group housing with a larger basic amenities like schools and hospitals. From the above, it is clear that a one size fits all approach cannot and will not work in the affordable housing sector.
