Book excerpt: Although the agricultural sector contributes only 0.5% to Trinidad and Tobago’s GDP, it accounts for over 4% of employment and is important for the diversification of the economy. The Government of Trinidad and Tobago supports agriculture through a combination of incentives to agricultural producers, support for research and infrastructure, and border protection measures. Support to producers averaged 22.4% of gross farm receipts in 2013-2015, and a significant share of that support (44%) was provided in the form of transfers to general services. At the same time, total transfers arising from agricultural policy amounted to only 0.34% of the national GDP. Reorienting agricultural policy towards goals and actions that are less production-distorting, and that address agricultural productivity and profitability, will help create a possibly small, but efficient agricultural sector, as well as exploit certain specific competitive advantages.

Book excerpt: Agricultural producers and consumers are experiencing a communication disconnect as the population shifts from rural to urban societies. It is critical to assess producer and consumer perspectives to create a functional agricultural environment. The purpose of this study was to describe the consumer market and the farming industry environments in Trinidad and Tobago through consumers' perceptions of their produce, a comparison of student and consumer perceptions of their produce, and agricultural professionals' perceptions of the industry environment. Quantitative and qualitative research methods were used to complete this study. The study of consumers' perceptions of their produce provided a quantitative description of attitudes held about produce origin and growing methods and their effect on pricing. An instrument was developed to measure the three constructs. Data were collected in farmers markets. Descriptive statistics were used for reporting consumer perceptions and demographics. The results of this study suggest that consumers are supportive of local, organically grown produce for their health and environmental benefits. A second study described students' perceptions of their produce in comparison with consumers' perceptions. The Culture and Consumer Behavior Interaction Model of Luna and Gupta provided the framework to explore the effects of cultural values and market communications on consumer behavior. Data were collected from university students using a questionnaire. Descriptive statistics were used for reporting student perceptions and demographics; the data were compared with the consumer data from the first study. The results of this study suggest students and consumers have different cultural values and access to marketing communication and, therefore, behave differently when purchasing produce. The third study was a qualitative case study exploring agricultural industry professionals' perceptions of the industry environment. Rogers' theory of diffusion provided the framework to explore information access for producers in Trinidad and Tobago. Data were collected through interviews. Crop production methods, sources of information, and perceived needs to improve the industry emerged as themes. The results suggest the need for a standardized definition of organic growing methods, a centralized location of information and training materials, governmental support and public recognition of agriculture efforts, and career potential for youth interested in the farming industry. Book excerpt: The purpose of the study was to identify and analyze factors affecting completion, non-completion, and non-participation in five Farmer Field Schools (FFS) administered by the Ministry of Agriculture, Lands, and Marine Resources (MALMR) of Trinidad and Tobago. The research objectives used to accomplish the purpose of this study focused on the relationship between participation status and 1) personal characteristics, 2) individuals' motivations for participation, 3) perceptions about selected farming practices, 4) individuals' priority rankings of their sources of information regarding farming practices, 5) the deterrents to participation, and 6) perceptions of the usefulness of competitions as a means for increasing the popularity of FFS. This study employed an ex post facto, causal comparative research design. Three instruments were developed. The sample population (N=109) consisted of farmers classified as FFS completers (n=56), non-completers (n=15), and non-participants (n=38). Data were gathered from late May to late September 2007. Individuals with a greater number of participating friends are more likely to complete the program FFS completers 1) were more driven by social reasons to participate in FFS than were non-completers, 2) possessed a greater concern for the environment than did non-completers, 3) had higher expectations than did noncompleters that participation in a FFS would improve their occupational performance and status, 4) more likely than non-completers to be willing to take on the financial risks involved in the adoption of IPM on their farms, 5) believed more strongly than did noncompleters that IPM is compatible with agricultural practices and the market in Trinidad and Tobago. Completers most highly value the information received from MALMR whereas the non-completers and non-participants most highly value information received from the agro-shops. Completers vs. non-completers and non-participants held widely divergent views on the deterrents to participation in FFS. The contribution of this study to the field of agricultural and extension education is that policymakers and practitioners may use the information herein to employ strategies that impair or eliminate the factors leading to attrition and non-participation, thus making programs more accessible, prevent attrition, and may decrease farmers' expenditures on pesticides, and increase income.

Book excerpt: Between 2013 and 2015, the Food and Agriculture Organization of the United Nations (FAO) and the French National Institute for Agricultural Research (INRA) undertook a survey of innovative approaches that enable markets to act as incentives in the transition towards sustainable agriculture in developing countries. Through a competitive selection process, 15 cases from around the world provide insights into how small-scale initiatives that use sustainable production practices are supported by market demand, and create innovations in the institutions that govern sustainable practices and market exchanges. These cases respond to both local and distant consumers’ concerns about the quality of the food that they eat. The book evidences that the initiatives rely upon social values (e.g. trustworthiness, health [nutrition and food safety], food sovereignty, promotion of youth and rural development, farmer and community livelihoods) to adapt sustainable practices to local contexts, while creating new market outlets for food products. Specifically, private sector and civil society actors are leading partnerships with the public sector to build market infrastructure, integrate sustainable agriculture into private and public education and extension programmes, and ensure the exchange of transparent information about market opportunities. The results are: (i) system innovations that allow new rules for marketing and assuring the sustainable qualities of products; (ii) new forms of organization that permit actors to play multiple roles in the food system (e.g. farmer and auditor, farmer and researcher, consumer and auditor, consumer and intermediary); (iii) new forms of market exchange, such as box schemes, university kiosks, public procurement or systems of seed exchanges; and (iv) new technologies for sustainable agriculture (e.g. effective micro-organisms, biopesticides and soil analysis techniques). The public sector plays a key role in providing legitimate political and physical spaces for multiple actors to jointly create and share sustainable agricultural knowledge, practices and products.
