Book excerpt: This document contains the report of the Strategic Data policy workshop held in Rome from 21 to 22 September. Originally targeting the South West Indian Ocean (SWIO) Region, it expended to a global scope with the SWIO Region as an example. As a consequence, its main objective was “Developing strategies and best practices for investments in an efficient data supply chain, of global value, building on the Indian Ocean situation used as case study. Working sessions aimed to analyze different cases though projects/initiatives presentations and discussions to identify what worked and what didn’t to define general principles, identify challenges and propose strategies and best practices for cost-efficient and sustainable investments in fisheries data collection, sharing and utilization. Key principles were raised by the participants to keep tools, methodology and process in the data supply chain simple and to reuse as much as possible what already exists. Seventeen key points were identified during the discussion as common issues/common needs/general principles and were organized and developed in the Expert Document “Strategies and Best Practices”.

The goal of the project was to assess the feasibility of supporting the training analysis and feedback process for the U.S. Army's maneuver combat training centers (MCTCs) and selected homestation locations from a single centralized location, referred to as a Training Analysis and Feedback Center of Excellence (TAAF-X). The study refined ATMD's TAAF-X concept, identified potential implementation problems, described strategies for overcoming implementation problems, developed a TAAF-X Task database to use as an evaluation tool in analyzing the most efficient combination of strategies to overcome implementation problems, and estimated the overall feasibility of implementing the TAAF-X concept. Additionally we examined current programs under development and their potential impact on the TAAF-X concept."--DTIC.

The work shows that children’s progress varies enormously from school to school, class to class and child to child. This variation is important because the more progress that children make in that first year of school, the higher their academic attainment at the end of compulsory schooling. The iPIPS (international Performance Indicators in Primary Schools) project, upon which this book is based, has been able to provide deeper insights into some of the key issues within and across different contexts whilst highlighting new and some ongoing issues. Despite all the work there remain unanswered or new puzzling issues which are also explored. We need to know how to improve the education at that stage and, more broadly, we need greater clarity about when children should be taught to read and be introduced to formal arithmetic, in other words, when they should start school. We also need to be clearer about whether, when and how young children should be assessed. The book will suggest some answers but it will raise important questions and dilemmas for which we do not, as yet, have answers.

Book excerpt: The increasing complexity of work systems and changes in the nature of workplace technology over the past century have resulted in an exponential shift in the nature of work activities, from physical labor to cognitive work. Modern work systems have many characteristics that make them cognitively complex: They can be highly interactive; comprised of multiple agents and artifacts; information may be limited and distributed across space and time; task goals are frequently ill-defined, conflicting, dynamic and emergent; planning may only be possible at general levels of abstraction or require adaptive solutions; some degree of proficiency or expertise is required; the stakes are often high; and uncertainty, time-constraints and stress are seldom absent. To complicate matters further, cognition in complex work settings is typically constrained by broader professional, organizational, and institutional practice and policy. These features of cognitive work present significant challenges to scientific methodology and theory, and subsequent design of reliable interventions. Historically, philosophers and scientists have attempted to understand the mental activities experienced during cognitive work at multiple levels of analysis using divergent methods. Some have examined cognition at an associative, contextual, functional or holistic level, relying on naturalistic methods to understand the higher mental processes as they work in harmony during goal-directed behavior. Others have embraced experimental methods and favored internal over external validity, often reducing cognition to a psychology of fundamental acts, such as short-term memory access with millisecond shifts in attention. More recently, Macrocognition has evolved as a complementary paradigm. Macrocognitive researchers have studied the cognitive functions and processes associated with skilled, adaptive, collaborative, and resilient cognitive work in the context of the aforementioned complexities of psychotechnical and sociotechnical work systems. Typically, this research has been carried out using cognitive task analytic techniques that draw on both naturalistic and (quasi-)experimental methods. The primary goals of research in Macrocognition are to better understand cognitive adaptations to complexity, to increase our theoretical understanding of the organism-environment relations by studying the mapping between cognitive work and real-world demands, and to promote use-inspired research capable of improving system performance.
