Book excerpt: Senate Joint Resolution No. 247, 1993 Session, requested that the Virginia Department of Motor Vehicles, the Center for Innovative Technology, the Motor Carrier Division of the State Corporation Commission, and the Department of State Police conduct a study of the types of deceleration lights that currently exist, the desirability of allowing deceleration lights on trucks in the Commonwealth, and the appropriate standards that should dictate their use. In answer to the question of what types of deceleration lights currently exist, it was discovered that a great variety of systems have been developed and tested. These include accelerator position signals (APS), the type of light that led to this effort; enhanced brake signals; true deceleration signals; signals that operate when alternative braking is used; pre-brake signals; advance brake lights; and fast-rise brake lamps. The second question, whether it would be desirable to allow the use of deceleration lights on trucks, is more tenuous than the first. To be desirable, signaling systems need to deliver a familiar, consistent message, and they need to do so without generating ambiguous or false signals. Systems must also comply with legal barriers intended to protect the effectiveness of required lighting and signaling systems. Systems should not be prone to problems in installation and adjustment that would alter the nature of the signals they deliver. And finally, systems should be uniform in the message they deliver, which emphasizes the need for recognized standards and suggests the need to avoid having a great variety of systems in use. In the end, APSs are not a desirable type of deceleration warning light to allow for use on trucks in the Commonwealth. In answering the third question, what are the appropriate standards that should govern the use of deceleration warning lights, two proposals have been developed. The first suggests that Virginia should work together with other states to reestablish and fund the Vehicle Equipment Safety Commission (VESC) as a standard-setting organization for items of motor vehicle safety equipment that fall outside of the federal motor vehicle safety standards. The second proposal suggests that Virginia add a provision to the Code of Virginia that would allow for experimental testing of motor vehicle safety equipment on the highways of the Commonwealth through a permit system administered by the State Police.

Creigh Deeds during the 2000 Session of the Virginia General Assembly. The resolution requested that the Virginia Transportation Research Council study the table of speed and stopping distances specified in 46.2-880 of the Code of Virginia, especially with regard to the accuracy, completeness, and currency of the data contained in the table; the amendments that might be necessary or desirable; and the usefulness and appropriateness of continuing to include the table in the Code. The authors concluded that information provided in a table of speed and stopping distances can be useful to judges and juries in their deliberations. They also found the data in the table to be inaccurate. Specifically, the reaction time of 3/4 second did not incorporate the factor of perception time that is relevant to total stopping distance. Allowing for perception time would double the estimate of the total distance traveled before braking. Further, the braking distances in the table were too great. These distances were calculated without consideration of such factors as improved road surface conditions, improved tires, and increasingly sophisticated braking systems. The authors recommend that the table of speed and stopping distances in 46.2-880 of the Code be updated as specified in this study. The authors also recommend that the revised table be used within judicially recognized limits, which is to say for illustrative purposes rather than as affirmative proof (or disproof) of a defendant's negligence.

Book excerpt: In 1987, the Secretary of Transportation and Public Safety created a task force to study the potential effects of raising the speed limit on rural interstate highways in Virginia. In its 1988 session, the Virginia General Assembly passed legislation to increase the speed limit on rural interstate highways to 65 mph for passenger vehicles, but the 55 mph limit was retained for buses and large trucks. After implementation of the higher speed limit on July 1, 1988, the Secretary reconvened the task force to design a study to determine the effects of the changed speed limit. The Virginia Transportation Research Council was again asked to serve a the staff for the task force. The preliminary data provided in this report represent only 5 months of experience with the 65 mph speed limit and are presented for information only. Any conclusions drawn from these data would be inappropriate and perhaps incorrect. After the speed limit for cars was increased by 10 mph, the average and 85th percentile speeds traveled by all vehicles on the rural interstate system increased by 3 mph, to 63 mph and 68 mph, respectively. The average and 85th percentile speeds traveled by trucks and buses, for which the speed limit remained at 55 mph, decreased slightly. Between July 1 and November 30, 1988, there were 44 fatalities in 35 fatal crashes on rural interstate highways in Virginia. This was a 76 percent increase over the 25 fatalities and a 52 percent increase over the 23 fatal crashes for the same time period in 1987. In the states that increased the speed limit, there was a 41 percent increase overall in the number of fatalities, but in states that did not increase the speed limit, there was a 54 percent increase in fatalities--higher than that noted for states that increased the speed limit. Many of the crashes that accounted for the increase in the number of fatal crashes on rural interstate highways occurred on I-81, and all of the multiple-fatality crashes occurred on either I-81 or I-95. In comparison with 1987, the number of fatal crashes in 1988 included 5 more involving vehicles that ran off the road, 4 more involving tractor trailers, and 3 more involving pedestrians. In October 1988, there was an abnormally high number of fatal crashes and fatalities on Virginia's rural interstate highways, but no patterns were found to explain this 1-month abnormality. Because there are not sufficient data to determine the reasons for the increases in fatal crashes and fatalities, data will be gathered over a 5- year period to determine the effect of the changed speed limit on Virginia's rural interstate highways.

Book excerpt: The 2003 Manual on Uniform Traffic Control Devices (MUTCD) provides departments of transportation (DOTs) the option of using retroreflective material on sign posts when the DOTs determine that there is a need to draw attention to the sign, especially at night. The MUTCD also provides standards for the design of these materials on the posts. The material must be at least 2 inches wide and must be placed the full length of the post from the sign to within 2 feet above the edge of the roadway. In addition, the color of the material must match the background color of the sign except that the color of the strip for "yield" and "do not enter" signs must be red. In response to receiving information about states that use retroreflective material on sign posts, Senator George L. Barker introduced Senate Joint Resolution (SJR) 119, co-sponsored with Senator Kenneth T. Cuccinelli, in the Virginia General Assembly. SJR 119 directed that the Virginia Department of Transportation (VDOT) study the feasibility, costs, and benefits of applying retroreflective material to stop sign posts statewide. The original bill was amended to add yield signs. Although the bill did not pass, the Virginia Transportation Research Council agreed to conduct this study, limiting the scope to stop signs. The purpose of this study was to evaluate the effectiveness of retroreflective material on stop sign posts in Virginia with respect to visibility and driver compliance at the stop sign. The investigation included a review of the feasibility, costs, and benefits of this application. In addition, a review of practices by other localities and DOTs was performed and field studies were conducted to examine visibility and driver compliance. Key findings included: very few state DOTs apply retroreflective panels on stop signs; a video-based survey revealed that stop sign posts without the retroreflective panels are detected earlier and seen more clearly during the day than posts with the panels. Conversely, stop sign posts with the retroreflective panels are detected earlier and seen more clearly at night than stop sign posts without the panels; there is no difference in driver compliance for a stop sign with or without a retroreflective panel during the day or night; retroreflective panels have only a minor impact on mean vehicle speeds as vehicles approach stop signs; the cost of adding and maintaining retroreflective panels on stop signs statewide is estimated at $1.186 million annually.
