It discusses current policies and potential livelihood-enhancing policy interventions. The study was conducted in 2008 under a partnership between Portsmouth University, the United Kingdom of Great Britain and Northern Ireland, and the Food and Agriculture Organization of the United Nations (FAO). The paper examines the evolution of the Central Asian fisheries sector, showing how it was one of - if not the most - acutely affected sectors by the deterioration in the economic environment after the collapse of the former Union of the Soviet Socialist Republics in 1991. Examples are given of livelihood or coping strategies that have evolved for those persons who currently derive an income from the sector. Three distinct groupings are highlighted in the examples presented: the Kazakh "fisher brigades" based on the North Aral Sea, the "community" fishers of Kyrgyz Republic and the pond culturalists of the Republic of Tajikistan. The livelihood strategies of each group and the particular constraints each group faces are documented. A concluding chapter identifies the prerequisites for more effective livelihood-supporting policy interventions within the fisheries sphere across the Central Asian republics.

Book excerpt: The Regional Workshop on the 1995 FAO Code of Conduct for Responsible Fisheries in the Central Asian region: a Call to Action was organized by the Center for Development of Fishery of the Ministry of Agriculture and Water Resources of Uzbekistan, in close technical collaboration with FAO and with organizational support from the State Committee for Nature Protection of the Republic of Uzbekistan and the Institute of Water Problems of the Academy of Sciences of the Republic of Uzbekistan. The Workshop was held in the context of the need for increased awareness on and dissemination of the Code of Conduct for Responsible Fisheries within Central Asia, and particularly the guidance it provides to Governments and other fisheries sector stakeholders in terms of the human aspects of responsible fisheries management and development, participatory approaches, the role of fisheries in improving rural livelihoods, alleviation of poverty and the achievement of food security. The Workshop aimed to bring together policy-makers, administrators, sector representatives and other main stakeholders from the fisheries sectors in the Central Asian countries to increase awareness on and understanding of the Code of Conduct for Responsible Fisheries; foster steps towards the more effective implementation of the Code in the Central Asian region; encourage fishery policy revisions reflecting the objectives and general principles of the Code; and encourage an inclusive approach to management whereby stakeholders are involved in the development and review processes and the implementation of measures rather than an exclusive process where stakeholders are largely excluded from the processes. The Workshop was attended by stakeholders from Kazakhstan, Kyrgyzstan, Tajikistan, Turkey and Uzbekistan. The Workshop participants produced a number of conclusions and practical recommendations in support of the above workshop aims. The Workshop recognized that the Code provides a suitable framework and guide for environmentally compatible, socially acceptable and economically viable development and management of the fisheries sector in the Central Asian region. It was noted that some of the countries in the region (e.g. Kyrgyzstan, Tajikistan and Uzbekistan) are using the Code as guidance in their policy and legal framework development. The Workshop concluded that additional efforts are needed by all fisheries and aquaculture sector stakeholders in Central Asia, including public and private sector stakeholders (amongst others policy-makers, fishery officers and inspectors, trainers and extensionists, fisherfolk and aquaculture.

Book excerpt: "These guidelines aim to help those who design routine data collection programmes, focusing on the relationship between typical questions asked by policy-makers and managers, and the data required for providing reliable answers. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.
