Book excerpt: The conservation, sustainable use and development of aquatic genetic resources (AqGR) is critical to the future supply of fish. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

Book excerpt: The State of the World's Biodiversity for Food and Agriculture presents the first global assessment of biodiversity for food and agriculture worldwide. Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. Prepared through a participatory, country-driven process, the report draws on information from 91 country reports to provide a description of the roles and importance of biodiversity for food and agriculture, the drivers of change affecting it and its current status and trends. It describes the state of efforts to promote the sustainable use and conservation of biodiversity for food and agriculture, including through the development of supporting policies, legal frameworks, institutions and capacities. It concludes with a discussion of needs and challenges in the future management of biodiversity for food and agriculture. The report complements other global assessments prepared under the auspices of the Commission on Genetic Resources for Food and Agriculture, which have focused on the state of genetic resources within particular sectors of food and agriculture.

Book excerpt: Regular reporting and monitoring of fishery and aquaculture production using genetic information, i.e. using information on stocks, breeds, monosex groups, polyploids, products of modern biotechnology and hybrids, would allow aquaculturists to assess which breeds or strains could be most useful for production, and help fishery managers better manage and trace products from capture fisheries. Genetic information would be useful to both aquaculturists and fishery managers in assessing which stocks are under threat or endangered and in traceability requirements for the origin and handling of aquatic food products. However, the capacity and information requirements for incorporating genetic information into national and global statistics are significant and, in many cases, currently prohibitive. A key source of information for this paper was the reports currently being submitted to the FAO Fisheries and Aquaculture Department by countries as part of the process to produce the first report on The State of the World’s Aquatic Genetic Resources for Food and Agriculture (SoW AqGR). Through this country-driven process, FAO is receiving information on stocks, varieties, strains and other farmed types that are currently being used in aquaculture and fisheries or that are being actively researched for future use. The country reports will further attempt to include relevant policies and constraints relating to the collection and monitoring of genetic data.

Book excerpt: This Global Plan of Action for the Conservation, Sustainable Use and Development of Aquatic Genetic Resources for Food and Agriculture (GPA) was developed by FAO at the request of the members of the Commission on Genetic Resources for Food and Agriculture in response to the needs and challenges identified in the first global assessment of the status of Aquatic Genetic Resources for Food and Agriculture (AqGR). It was developed following broad consultation with the regions and, following endorsement by the Commission, was formally adopted by FAO members at the 168th session of the FAO Council. The GPA is voluntary and non-binding and aims to promote effective management of AqGR ensuring that it makes a significant contribution to food security and sustainable development and to the alleviation of poverty and is targeted at all stakeholders in aquaculture, with a focus on resource managers and policy makers. The GPA has two parts, the first part introduces and sets the context for the importance of AqGR to sustainable aquaculture and future food security. The second part identifies strategic priorities and recommends actions under four priority areas: i) characterization, inventory and monitoring; ii) conservation and sustainable use; iii) development of AqGR for aquaculture; and iv) policies, institutions, capacity building and cooperation.

Book excerpt: Animal genetic resource diversity underpins the supply livestock products and services across a wide range of production environments. It promotes resilience and serves as a basis for adapting livestock management to changing conditions. It is vital to livelihoods of many of the world’s poor people. It can contribute to the delivery of ecosystem services such as landscape management and the maintenance of wildlife habitats. However, it is often undervalued, underused and under threat. This report updates the global assessment provided in the first report on The State of the World’s Animal Genetic Resources for Food and Agriculture, published in 2007. It focuses particularly on changes that have occurred during the period since the first report was published. It serves as a basis for a review, and potential update, of the Global Plan of Action for Animal Genetic Resources, which since 2007 has provided an agreed international framework for the management of livestock biodiversity. Drawing on 129 country reports, it presents an analysis of the state of livestock diversity, the influence of livestock-sector trends on the management of animal genetic resources, the state of capacity to manage animal genetic resources, including legal and policy frameworks, and the state of the art in tools and methods for characterization, valuation, use, development and conservation.

The new estimates show that progress in reducing hunger during the past 20 years has been better than previously believed, and that, given renewed efforts, it may be possible to reach the MDG hunger target at the global level by 2015. However, the number of people suffering from chronic undernourishment is still unacceptably high, and eradication of hunger remain a major global challenge.

Book excerpt: At its Fifteenth Regular Session, the Commission on Genetic Resources for Food and Agriculture endorsed the preparation of a thematic study on the genetic resources of freshwater aquatic macrophytes (FAMs) of relevance for food and agriculture. This is an initiative in support of the preparation of the Report on The State of the World’s Aquatic Genetic Resources for Food and Agriculture (http://www.fao.org/3/CA0454EN/ca0454en.pdf). The purpose of this study is to enhance the understanding of the relevance of FAMs for food security and human well-being. The cultivation of FAMs for food production, as well as for non-food uses, has long been unrecognized and underreported in most national and international agriculture and aquaculture statistics, including statistics regularly reported to the Food and Agriculture Organization of the United Nations (FAO) by Member Countries. However, it is well known that cultivated FAMs play a pivotal role in food security in many countries, especially in the developing countries of South and Southeast Asia.

Book excerpt: Aquatic genetic resources play a crucial role in contributing to global food security and nutrition, as well as to sustainable livelihoods. However, in various international fora, FAO Members have highlighted the limitations and constraints that they face in assessing their national capacities to use, manage and conserve such resources as well as in identifying and monitoring the resources used. The main issues are limited information, inadequate national capacities and expertise, and inadequate legislation and policy frameworks. In recognition of these needs, this framework is a guideline that FAO and FAO Members can use to evaluate the capacities, infrastructures and governance tools of a country regarding the sustainable use of aquatic genetic resources. It will be of use to fish farmers, hatchery people, fisher folk, aquatic genetic resource managers, policy-makers, decision-makers, donors, consumers and academia.

Book excerpt: Sustainable management of the world's livestock genetic diversity is of vital importance to agriculture, food production, rural development and the environment. "The State of the World's Animal Genetic Resources for Food and Agriculture" is the first global assessment of these resources. Drawing on 169 Country Reports, contributions from a number of international organizations and 12 specially commissioned thematic studies, it presents an analysis of the state of agricultural biodiversity in the livestock sector - origins and development, uses and values, distribution and exchange, risk status and threats - and of capacity to manage these resources - institutions, policies and legal frameworks, structured breeding activities and conservation programmes. Needs and challenges are assessed in the context of the forces driving change in livestock production systems. Tools and methods to enhance the use and development of animal genetic resources are explored in sections on the state of the art in characterization, genetic improvement, economic evaluation and conservation. The main findings of the report are summarized in "The State of the World's Animal Genetic Resources for Food and Agriculture - in brief," of which the Arabic, Chinese, English, French, Russian and Spanish versions can be found on the attached CD-ROM and are also available separately in printed form. As well providing a technical reference document, the country-based preparation of "The State of the World" has led to a process of policy development and a "Global Plan of Action for Animal Genetic Resources," which once adopted, will provide an agenda for action by the international community. Book excerpt: The 2018 edition of The State of World Fisheries and Aquaculture emphasizes the sector’s role in achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, and measurement of progress towards these goals. It notes the particular contributions of inland and small-scale fisheries, and highlights the importance of rights-based governance for equitable and inclusive development. As in past editions, the publication begins with a global analysis of trends in fisheries and aquaculture production, stocks, processing and use, trade and consumption, based on the latest official statistics, along with a review of the status of the world’s fishing fleets and human engagement and governance in the sector. Topics explored in Parts 2 to 4 include aquatic biodiversity; the ecosystem approach to fisheries and to aquaculture; climate change impacts and responses; the sector’s contribution to food security and human nutrition; and issues related to international trade, consumer protection and sustainable value chains. Global developments in combating illegal, unreported and unregulated fishing, selected ocean pollution concerns and FAO’s efforts to improve capture fishery data are also discussed. The issue concludes with the outlook for the sector, including projections to 2030. As always, The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to- date information to a wide audience, including policy-makers, managers, scientists, stakeholders and indeed all those interested in the fisheries and aquaculture sector.

Book excerpt: The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability. The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

Book excerpt: The FAO Fishery and Aquaculture Circular C942 Revision 3 (C942 Rev. 3) updates and expands the scope of previous revisions of the circular. C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored. C942 Rev. 3 discusses ways to measure and assess inland fisheries, in particular, how to establish more accurately inland fishery catches in the many situations where there are challenges to collection of catch statistics.
