The governor had intimated that at, that time he would appoint judges for two years, no provision having been made by the 1912 legislature for the judges to hold over ad interim. The indi cations were that radical changes in the personnel of the judges would be made by the governor. This was the situation that was the basis of postponement of the annual meeting of 1914 from October of that year until the next January.
