Book excerpt: This book examines a key issue in the field of human and social services: how to retain workers in child protection and welfare organisations. Research over the last decade has highlighted the turnover of these workers as being a pressing and perennial issue that impacts upon service users, staff welfare, resources and the reputation of this sector. This book presents the findings of a study examining social workers' retention in child protection and welfare. The findings from this study highlights how workers' retention is influenced by exchanges relationships with colleagues and managers, and this book presents a unique 'career preference' typology which expands our understanding of how workers make decisions to stay or leave based upon their pre-conceptions of career pathways post-qualification. The book also examines findings associated with the employment mobility of these workers within child protection and tracks their next post after leaving, which provides some surprising findings regarding how we understand and measure turnover for these workers. The book also examines rich qualitative data from these workers' experiences of being a social worker in child protection associated with; job satisfaction, commitment to child protection and welfare work, making a difference, quality of supervision, autonomy, and exchange relationships with peers, all of which emerged as important factors in social workers' decisions to stay or leave. The implications of this study's findings for theory are also explored. Kenneth Burns is deputy course director of the Master of Social Work and a research associate with the Institute for Social Science in the 21st Century at University College Cork, Ireland.

Book excerpt: Following the 30th anniversary of the United Nations Convention on the Rights of the Child in 2020, and the creation of the UN Sustainable Development Goals, there is increased interest in and a need to develop national human rights’ bodies for children’s rights. This book provides an in-depth look at one domestic independent children’s rights institution: the Irish Ombudsman for Children’s Office, to highlight the learnings for an international audience and the methodologies that can be used to promote and protect children’s rights at a national level. Co-authored by Ireland’s first Ombudsman for Children and a children’s rights professor, the book will present an original and informed analysis of how a national human rights institution can advocate, most effectively, for the rights of children. By using illustrative case studies, the book will highlight how the powers of a national human rights institution can be put to strategic use to address specific children’s rights deficits in areas of child protection, youth detention and public awareness about children’s rights. Each chapter focusses on a case study, identifies a problem, the approach or intervention by the Ombudsman for Children, the outcome and reflects on lessons learned. It ensures that the cases can be extracted, examined and replicated in other jurisdictions by an international community interested in the promotion, monitoring and protection of children’s rights. It speaks to those interested in Human Rights; Children’s Rights; Socio-legal studies, Social Work; Childhood Studies; Administrative Law, Constitutional Law and International Law, and to practitioners and policy-makers in this field.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how child protection law has been shaped by the transition to late modernity and how it copes with the ever-changing concept of risk. The book traces the evolution of the contemporary child protection system through historical changes, assessing the factors that have influenced the development of legal responses to abuse over a 130-year period. It does so by focussing on the Republic of Ireland where child protection has become emblematic of wider social change. The work draws on a wide range of primary and secondary sources including legislation, case law and official and media reports of child protection inquiries. It also utilises insights developed through an extensive examination of parliamentary debates on child protection matters. These materials are assessed through the lens of critical discourse analysis to explore the relationship between law, social policy and social theory as they effect child protection. While the book utilises primarily Irish sources, this multidisciplinary approach ensures the argument has international applicability. The book will be a valuable resource for all those with an interest in the development of child protection law.

Social Work in Ireland: Changes and Continuities has brought together a range of academics and professionals to provide a comprehensive analysis of social work in the Republic of Ireland. It addresses key questions such as 'How is social work in Ireland responding to rapidly changing social, cultural and economic circumstances?'; 'How will the new relationships between the state/NGO/private sectors impact on the provision of social services?' and 'How does, and will, social work respond to the needs of specific service user groups?' In addressing these questions the book explores key areas of practice, including child welfare, domestic violence, mental health, working with migrants and minority ethnic groups, substance misuse, probation services, and work with older people and people with a disability. This book is an essential read for students of social work and social care in Ireland and will also be of great interest to qualified practitioners in both the social work field and other social care professions.

Book excerpt: Balancing a child’s welfare interests and rights so as to ensure recognition and respect for his or her autonomous identity, while facilitating family unity, has become a major challenge for modern family law. This book, following on from The Principle of the Welfare of the Child: A History, examines, contrasts, and compares the response of England and Wales and Ireland to that challenge. It does so by applying the same matrix of indicators to explore, in each country, the distinction between welfare interests and rights and to trace changes in the balance between them. By profiling the nations in accordance with the same indicators, it reveals important jurisdictional differences in the extent to which welfare interests or rights determine how the law is currently applied to children.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines jurisdictional differences in the role of the principle of the welfare interests of the child in common and civil law and focuses on differences within these two legal traditions. By identifying and analysing the functions of the principle both in the public and private sector of family law, the book compares and contrasts different jurisdictions and assesses their capacity to implement children’s welfare interests and rights. Covering a variety of topics including child abuse and neglect, state care, adoption and reproductive rights and family breakdown, the book demonstrates how welfare interests and rights can be balanced to create a coherent framework for family law. In addition to providing an up-to-date digest of cases and legislation, the book will be of interest to researchers in the field of child welfare and family law.
