The Working Group was able to interview, in private and without witnesses, approximately 200 detainees. The report describes the country's institutional and legal framework, referring in particular to the legal framework for detention as part of the criminal justice process ... Areas of concern identified by the Working Group include the fact that laws and regulations inherited from the colonial era and dating back to the Franco dictatorship in Spain are still in effect and enforced ... The report also notes the excessive power of the armed forces which effectively control the prisons, carry out arrests, and exercise military jurisdiction over civilians ...
