Book excerpt: The main objectives of Phase II of the National AIDS Strategy, approved in 1993, include: working to stop the spread of HIV; providing care, treatment, & support for persons living with HIV/AIDS; and searching for effective vaccines, drugs, and therapies. This report presents findings of a mid-term review of Phase II. The purpose of this review was to examine whether all elements necessary for the success of the Strategy were in place & functioning effectively; to ascertain if information needed to evaluate its success was available or being collected; to collect information about the Strategy from a cross-section of key non-government stakeholders to be used as a baseline for a final evaluation; and to determine whether any mid-course corrections to the Strategy were necessary. Review findings are presented in four sections covering the following: overall & internal co-ordination; implementation; the balance among Strategy activities; and information availability & collection. Appendices include information on the review methodology.

Available in PDF, EPUB and Kindle. Book excerpt: This book recounts the stories of 30 expectant mothers living with HIV in Lesotho, and how they made decisions during an uncertain time. Social concerns - such as poverty, familial disruption, limited opportunities, and early infant care - are present during a time "in between life and death." Medical and non-medical solutions are found to make this life-changing event a success. Familial care, medical counseling, and ritual practices were combined, yet there were often conflicting demands. In between Life and Death is about the navigation of such conflicts. Available in PDF, EPUB and Kindle. Book excerpt: With the rise of the knowledge for development paradigm, expert advice has become a prime instrument of foreign aid. At the same time, it has been object of repeated criticism: the chronic failure of technical assistance a notion under which advice is commonly subsumed has been documented in a host of studies. Nonetheless, international organisations continue to send advisors, promising to increase the effectiveness of expert support if their technocratic recommendations are taken up. This book reveals fundamental problems of expert advice in the context of aid that concern issues of power and legitimacy rather than merely flaws of implementation. Based on empirical evidence from South Africa and Tanzania, the authors show that aid-related advisory processes are inevitably obstructed by colliding interests, political pressures and hierarchical relations that impede knowledge transfer and mutual learning. As a result, recipient governments find themselves caught in a perpetual cycle of dependency, continuously advised by experts who convey the shifting paradigms and agendas of their respective donor governments. For young democracies, the persistent presence of external actors is hazardous: ultimately, it poses a threat to the legitimacy of their governments if their policy-making becomes more responsive to foreign demands than to the preferences and needs of their citizens.

Book excerpt: Nearly thirty years since HIV/AIDS was first identified, confusion over effective mechanisms of controlling and eradicating the illness remain prevalent. This book highlights the need for comprehensive approaches to governance, as responses to HIV/AIDS become increasingly focused upon the health aspect of the epidemic, and financial commitments become subject to aid fatigue. This book examines the roles and influence of multiple actors and initiatives that have come to constitute the global response to the epidemic. It considers how these actors and structures of governance enhance, or limit, participation and accountability; and the impact this is having upon effective HIV/AIDS responses across the world. The book addresses participation and accountability as key elements of governance in four thematic areas: the role of the state and democratic governance; non-state actors and mechanisms of political governance; public-private partnerships and economic governance; and multilateral institutions and global governance. Drawing on the insights of public health specialists; political scientists; economists; lawyers; those working with community groups, and within international organisations, it offers valuable perspectives on the governance of HIV/AIDS. Aimed at both academics and practitioners throughout the world, this book contributes to the academic debate surrounding global governance, health and development economics, and the work of multiple international organisations and civil society organisations.

Book excerpt: Infectious diseases are the leading cause of death globally, particularly among children and young adults. The spread of new pathogens and the threat of antimicrobial resistance pose particular challenges in combating these diseases. Major Infectious Diseases identifies feasible, cost-effective packages of interventions and strategies across delivery platforms to prevent and treat HIV/AIDS, other sexually transmitted infections, tuberculosis, malaria, adult febrile illness, viral hepatitis, and neglected tropical diseases. The volume emphasizes the need to effectively address emerging antimicrobial resistance, strengthen health systems, and increase access to care. The attainable goals are to reduce incidence, develop innovative approaches, and optimize existing tools in resource-constrained settings.

Available in PDF, EPUB and Kindle. Book excerpt: This book brings together results of studies on progresses and challenges in the implementation of the Millennium Development Goals (MDGs) in Lesotho, Kenya, Botswana, Madagascar, Tanzania, Ghana, Uganda and Nigeria. The authors focus on selected goals as cases; and the book presents resulting lessons that can inform the post-2015 development agenda. The studies are against the background that in September 2000, world leaders from 189 countries, including 147 Heads of State, gathered at the United Nations General Assembly to consider the challenges of the new millennium. They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization: UN 2000 (A/RES/55/2). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To realise this declaration, the UN established eight MDGs to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the years lost 2000, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target.
