Book excerpt: Chris McNickle argues that New York City Mayor David Dinkins failed to wield the power of the mayor with the skill required to run the city. His Tammany clubhouse heritage and liberal political philosophy made him the wrong man for the time. His deliberate style of decision-making left the government he led lacking in direction. His courtly demeanor and formal personal style alienated him from the people he served while the multi-racial coalition he forged as New York's first African-American mayor weakened over time.Dinkins did have a number of successes. He balanced four budgets and avoided a fiscal takeover by the unelected New York State Financial Control Board. Major crime dropped 14 percent and murders fell by more than 12 percent. Dinkins helped initiate important structural changes to the ungovernable school system he inherited. His administration reconfigured health care for the poor and improved access to medical treatment for impoverished New Yorkers.McNickle argues that David Dinkins has received less credit than he is due for his successes because they were overshadowed by his failure to fulfill his promise to guide the city to racial harmony. This stimulating review of a transitional period in New York City's history offers perspective on what it takes to lead and govern.

Book excerpt: An examination of the Georgian city's complicated and sometimes turbulent development Savannah in the New South: From the Civil War to the Twenty-First Century, by Walter J. Fraser, Jr., traces the city's evolution from the pivotal period immediately after the Civil War to the present. When the war ended, Savannah was nearly bankrupt; today it is a thriving port city and tourist center. This work continues the tale of Savannah that Fraser began in his previous book, Savannah in the Old South, by examining the city's complicated, sometimes turbulent development. The chronology begins by describing the racial and economic tensions the city experienced following the Civil War. A pattern of oppression of freed people by Savannah's white civic-commercial elite was soon established. However, as the book demonstrates, slavery and discrimination, harassment, intimidation, and voter suppression galvanized the African American community, which in turn used protests, boycotts, demonstrations, the ballot box, the pulpit—and sometimes violence—to gain rights long denied. As this fresh, detailed history of Savannah shows, economic instability, political discord, racial tension, weather events, wealth disparity, gang violence, and a reluctance to help the police continue to challenge and shape the city. Nonetheless Savannah appears to be on course for a period of prosperity, bolstered by a thriving port, a strong, growing African American community, robust tourism, and the economic and historical contributions of the Savannah College of Art and Design. Fraser's Savannah in the New South presents a sophisticated consideration of an important, vibrant southern metropolis.

Available in PDF, EPUB and Kindle. Book excerpt: The beauty of the Hudson River Valley was a legendary subject for artists during the nineteenth century. They portrayed its bucolic settings and humans in harmony with nature as the physical manifestation of God's work on earth. More than a hundred years later, those sentiments would be tested as never before. In the fall of 1962, Consolidated Edison of New York, the nation's largest utility company, announced plans for the construction of a pumped-storage hydroelectric power plant at Storm King Mountain on the Hudson River, forty miles north of New York City. Over the next eighteen years, their struggle against environmentalists would culminate in the abandonment of the project. Robert D. Lifset offers an original case history of this monumental event in environmental history, when a small group of concerned local residents initiated a landmark case of ecology versus energy production. He follows the progress of this struggle, as Con Ed won approvals and permits early on, but later lost ground to environmentalists who were able to raise questions about the potential damage to the habitat of Hudson River striped bass. Lifset uses the struggle over Storm King to examine how environmentalism changed during the 1960s and 1970s. He also views the financial challenges and increasingly frequent blackouts faced by Con Ed, along with the pressure to produce ever-larger quantities of energy. As Lifset demonstrates, the environmental cause was greatly empowered by the fact that through this struggle, for the first time, environmentalists were able to gain access to the federal courts. The environmental cause was also greatly advanced by adopting scientific evidence of ecological change, combined with mounting public awareness of the environmental consequences of energy production and consumption. These became major factors supporting the case against Con Ed, spawning a range of new local, regional, and national environmental organizations and bequeathing to the Hudson River Valley a vigilant and intense environmental awareness. A new balance of power emerged, and energy companies would now be held to higher standards that protected the environment.

Available in PDF, EPUB and Kindle. Book excerpt: Fresh Kills—a monumental 2,200-acre site on Staten Island—was once the world’s largest landfill. From 1948 to 2001, it was the main receptacle for New York City’s refuse. After the 9/11 attacks, it reopened briefly to receive human remains and rubble from the destroyed Twin Towers, turning a notorious disposal site into a cemetery. Today, a mammoth reclamation project is transforming the landfill site, constructing an expansive park three times the size of Central Park. Martin V. Melosi provides a comprehensive chronicle of Fresh Kills that offers new insights into the growth and development of New York City and the relationship among consumption, waste, and disposal. He traces the metamorphoses of the landscape, following it from salt marsh to landfill to cemetery and looks ahead to the future park. By centering the problem of solid-waste disposal, Melosi highlights the unwanted consequences of mass consumption. He presents the Fresh Kills space as an embodiment of massive waste, linking consumption to the continuing presence of its discards. Melosi also uses the landfill as a lens for understanding Staten Island’s history and its relationship with greater New York City. The first book on the history of the iconic landfill, Fresh Kills unites environmental, political, and cultural history to offer a reflection on material culture, consumer practices, and perceptions of value and worthlessness.
