In this political history of modern India, David Lockwood traces the roots of this capitalist class, concentrated in Bombay, Calcutta and the west Bengal coal mining region, and examines British economic policy in the nineteenth century. Indian capitalists, such as J.R.D Tata of Tata Steel, established powerful relationships with domestic governments throughout the period, holding indigenous industrial conferences and supporting the swadeshi movement which aimed to promote Indian-manufactured goods. In the modern world it is becoming increasingly clear that these two ways of organizing economic life must learn to get along with each other and develop vehicles of mutual advantage. This is especially true in the re lations between advanced and developing economies because for historical reasons, the development of non-Western economies today is taking a course quite different from the path of the advanced business economies of the West. It is desirable for both spheres to try and understand each other and look for ways of getting along. International tensions can be alleviated to the degree that positive attitudes are taken and mechanisms of the kind dealt with in this book are created. Much of the problem is simply one of semantics. The term "socialism" or "socialistic pattern of society", for example, which is often used in India as a positive word has very negative conno tations for Americans. There are, of course, socialists in India who would make their economy entirely publicly owned, indis tinguishable from the Chinese or the Russian, but the vast majority of leaders associated with the dominant party in India visualize a present and future mixed economy not too different from that reached by the United States through a very different road. We in the United States have been nurtured on the belief in private enterprise.

This book follows the relationship of jute to empire, and discusses the rivalry between the Scottish and Indian cities from the 1840s to the 1950s and reveals the architecture of jute's place in the British Empire. The book adopts significant fresh approaches to imperial history, and explores the economic and cultural landscapes of the British Empire. Jute had been grown, spun and woven in Bengal for centuries before it made its appearance as a factory-manufactured product in world markets in the late 1830s. The book discusses the profits made in Calcutta during the rise of jute between the 1880s and 1920s; the profits reached extraordinary levels during and after World War I. The Calcutta jute industry entered a crisis period even before it was pummelled by the depression of the 1930s. The looming crisis stemmed from the potential of the Calcutta mills to outproduce world demand many times over. The St Andrew's Day rituals in Calcutta, begun three years before the founding of the Indian Jute Mills Association. The ceremonial occasion helps the reader to understand what the jute wallahs meant when they said they were in Calcutta for 'the greater glory of Scotland'. The book sheds some light on the contentious issues surrounding the problematic, if ever-intriguing, phenomenon of British Empire. The jute wallahs were inextricably bound up in the cultural self-images generated by British imperial ideology.
