Book excerpt: Prepared for the Subcommittee on Sea Power of the U.S. Senate Committee on Armed Services. Addresses the question of how much money the U.S. Department of the Navy needs to sustain its current force of about 300 ships and 3,500 aircraft. Examines the Navy's missions, its modernization plans, and the budgetary implications of supporting the service's current and planned fleets through 2020. It also looks at four alternative force structures that the Navy might be able to sustain at roughly its current funding level of $90 billion (adjusted for inflation). Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: The end of the Cold War ushered in an era of profound change in the international arena and hence in the policymaking environment as well. Yet the changes that have characterized the post-Cold War era have often proceeded at different paces and have at times moved in opposing directions, placing unprecedented strain on policymakers seeking to shape a new national security and military strategy. This report describes the challenges policymakers have faced as seen through the lens of the three major force structure reviews that have taken place over the past decade: the 1990 Base Force, the 1993 Bottom-Up Review, and the 1997 Quadrennial Defense Review. The report focuses on the assumptions, decisions, and outcomes associated with these reviews as well as the planning and execution of each. It concludes that all three reviews fell short of fully apprehending the demands of the emerging threat environment, and the budgets that would be needed and afforded, resulting in a growing imbalance between strategy, forces, and resources over the decade. Accordingly, the report recommends that future defense planners adopt an assumption-based approach in which key planning assumptions are continually reassessed with a view toward recognizing--and rapidly responding to--emerging gaps and shortfalls.

Available in PDF, EPUB and Kindle. Book excerpt: As U.S. strategy shifts (once again) to focus on great power competition, Strategy Shelved provides a valuable, analytic look back to the Cold War era by examining the rise and eventual fall of the U.S. Navy’s naval strategy system from the post–World War II era to 1994. Steven T. Wills draws some important conclusions that have relevance to the ongoing strategic debates of today. His analysis focuses on the 1970s and 1980s as a period when U.S. Navy strategic thought was rebuilt after a period of stagnation during the Vietnam conflict and its high water mark in the form of the 1980s’maritime strategy and its attendant six hundred –ship navy force structure. He traces the collapse of this earlier system by identifying several contributing factors: the provisions of the Goldwater Nichols Act of 1986, the aftermath of the First Gulf War of 1991, the early 1990s revolution in military affairs, and the changes to the Chief of Naval Operations staff in 1992 following the end of the Cold War. All of these conditions served to undermine the existing naval strategy system. The Goldwater Nichols Act subordinated the Navy to joint control with disastrous effects on the long-serving cohort of uniformed naval strategists. The first Gulf War validated Army and Air Force warfare concepts developed in the Cold War but not those of the Navy’s maritime strategy. The Navy executed its own revolution in military affairs during the Cold War through systems like AEGIS but did not get credit for those efforts. Finally, the changes in the Navy (OPNAV) staff in 1992 served to empower the budget arm of OPNAV at the expense of its strategists. These measures laid the groundwork for a thirty-year “strategy of means” where service budgets, a desire to preserve existing force structure, and lack of strategic vision hobbled not only the Navy, but also the Joint Force’s ability to create meaningful strategy to counter a rising China and a revanchist Russian threat. Wills concludes his analysis with an assessment of the return of naval strategy documents in 2007 and 2015 and speculates on the potential for success of current Navy strategies including the latest tri-service maritime strategy. His research makes extensive use of primary sources, oral histories, and navy documents to tell the story of how the U.S. Navy created both successful strategies and how a dedicated group of naval officers were intimately involved in their creation. It also explains how the Navy’s ability to create strategy, and even the process for training strategy writers, was seriously damaged in the post–Cold War era.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the changing dynamics of power in the international arena since the end of the Cold War. Brown engages in analysis of how the United States and the European Union have responded to the so-called rise of China through an examination of how policymakers’ perceptions of China have changed over time and influenced their policy choices. This study undertakes rigorous analysis of how these perceptions have evolved between 1989 and 20092016, offering a comparative perspective on the similarities and differences between the policy discourse and behaviour within these two Western powers. Brown argues that ‘China’s rise’ is a contested notion, with varied perceptions of how the implications of China’s ascendancy have shaped policy preferences in ways that are inconsistent with concerns over the threat of an impending power-transition. Combining concepts and methods derived from IR and FPA, the book examines the linkages between great power politics and policymakers’ competing interpretations of key international actors, and their influence upon foreign policies. The main objective of the study is to illuminate the different ways in which the US and the EU have responded to the rise of China through a close analysis of their decision-making processes and outcomes across a series of key encounters and events, including the transatlantic debate over the EU’s proposal to lift its China arms embargo (2003-2005). Undertaking qualitative analysis of the development of American and European policymakers’ perceptions of China, this book will be of interest to graduates and scholars of post-Cold War international politics, Foreign Policy Analysis, policymaking, US-China relations and EU-China relations.
