While this is also true for others (e.g. Allies, rivals, and public/private networks), this Task Force strongly believes the DoD needs to take the lead and build an effective response to measurably increase confidence in the IT systems we depend on (public and private) and at the same time decrease a would-be attacker's confidence in the effectiveness of their capabilities to compromise DoD systems. We have recommended an approach to do so, and we need to start now!

Book excerpt: The DSB addressed this threat in previous studies conducted in 1997 (also chaired by Richard Wagner) and 1999/2000 (chaired by Roger Hagengruber). Much has changed since then. The 11 Sept. 2001 attacks demonstrated the intent of terrorists to inflict massive damage. Nuclear proliferation has proceeded apace, with North Korea and Iran achieving nuclear weapon capability or coming closer to it, and it could spread further. The United States is engaged in a war against terrorism, and DoD is beginning to devote significant effort to combating WMD. The Department of Homeland Security (DHS) has been established. Thinking about the threat of clandestine nuclear attack has changed, and some efforts to explore defenses have begun. However, one thing has not changed: little has actually been done against the threat of clandestine nuclear attack. The DSB Summer Study on Transnational Threats (1997) first developed the ambitious idea of a very large, multi-element, global, layered civil/military system of systems of scope sufficient to have some prospect of effectively thwarting this threat. There was little resonance with this vision (outside of the Task Forces in 1997 and 2000), but since then, and especially since the attacks of 11 Sept. 2001, it has begun to be discussed more widely. This report will revisit such a national/global system, largely as context for the main focus of the Task Force: DoD's roles and capabilities. Following briefings from many government agencies and subject matter experts, the Task Force arrived at its basic findings and recommendations in early 2003. Since then, those results have been discussed in over 40 meetings within DoD and elsewhere, leading to certain refinements. This report reflects the outcomes of that process and weaves together viewgraphs used in the discussions with elaborating text.

Book excerpt: The greater use of artificial intelligence (AI) and autonomous systems by the militaries of the world has the potential to affect deterrence strategies and escalation dynamics in crises and conflicts. Up until now, deterrence has involved humans trying to dissuade other humans from taking particular courses of action. What happens when the thinking and decision processes involved are no longer purely human? How might dynamics change when decisions and actions can be taken at machine speeds? How might AI and autonomy affect the ways that countries have developed to signal one another about the potential use of force? What are potential areas for miscalculation and unintended consequences, and unwanted escalation in particular? This exploratory report provides an initial examination of how AI and autonomous systems could affect deterrence and escalation in conventional crises and conflicts. Findings suggest that the machine decisionmaking can result in inadvertent escalation or altered deterrence dynamics, due to the speed of machine decisionmaking, the ways in which it differs from human understanding, the willingness of many countries to use autonomous systems, our relative inexperience with them, and continued developments of these capabilities. Current planning and development efforts have not kept pace with how to handle the potentially destabilizing or escalatory issues associated with these new technologies, and it is essential that planners and decisionmakers begin to think about these issues before fielded systems are engaged in conflict.

Considering a range of reasonable scenarios looking to the future, none of these areas are likely to experience a decrease in demand for expertise. In order to avoid a gap in these critical areas, increases in student interest in these careers, in the research and educational capacity of universities and colleges, and sector specific on-the-job training will be needed. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
