Book excerpt: The Defense Science Board (DSB) Task Force on Logistics Modernization was tasked to identify existing logistics-related technologies that would reduce costs while providing enhanced readiness, deployability and sustainment. Additionally, the Task Force was asked to develop investment strategies. Weapons systems Operating and Support (O & S) costs now amount to approximately $65 billion per year. The Task Force concluded that significant opportunities exist to reduce these costs and recycle the savings into modernization, while actually enhancing readiness. Principal opportunities for saving money lie in these general areas: Improvements in overall logistics system processes; Reductions in the cost of ownership for new systems and major upgrades; Development of technologies with payoff in reducing O & S costs; Outsourcing of significantly more logistics functions; Reductions in O & S costs of fielded systems through reliability enhancements. The Task Force determined that substantial savings and readiness improvements can be obtained by taking advantage of available technology in two areas: Reliability and maintainability (R & M) improvements for fielded systems; Logistics information systems. The Task Force recommended that DoD pursue investment strategies principally in these two spheres, but included several other areas of opportunity. The Task Force recommendations are as follows: Building on PBD 714, institutionalize a process that will encourage adequate investment in R & M enhancement; Revise the process for developing logistics management information systems; Encourage the use of simulation in planning logistics, and the inclusion of logistics constraints in combat simulations; Expand the use of self-paced, computer-based maintenance training; Expand the use of automated diagnostic aids; Exploit information technology in the Joint Logistics and Battlefield Awareness.

The Study emphasized several points: (1) The principal operational challenge facing the U.S. military in the 21st Century is strengthening and preserving its capability for early, then continuous, application of dominant control effects across the full spectrum of conflict; (2) The military logistics system is a critical enabler of deployment, then sustainment, of dominant full-spectrum engagement effects; (3) Today's U.S. military suffers from a separation of logistics from operations and a reliance on mass, rather than efficiency and certainty, to be effective - the logistics system frequently constrains operations and drains scarce resources needed for force modernization; (4) Failure to seamlessly blend military logistics with operations will be a showstopper for DoD's planned Revolution in Military Affairs (RMA); (5) DoD must recognize that logistics transformation is a BIG DEAL; and (6) A transformed logistics system can be responsive to CINC needs, support rapid closure of combat power, permit a smaller footprint, be more agile and responsive than today's system, fully integrate business processes and information systems, be well integrated with industry, and be significantly less expensive. The study consists of two volumes. Volume 1 is a summary of the findings and recommendations of the task Force. This volume contains a brief Executive Summary, the Task Force briefing charts with facing page text, and four appendices. Volume 2 contains the sub-panel reports of the Task Force, These reports examined Requirements, Deployment, Sustainment, and New Capabilities. The majority of the report (Volume 1) consists of briefing charts.

Book excerpt: The Depot Maintenance Management Task Force was convened as a follow- on to earlier Department of Defense reviews of depot maintenance undertaken in conjunction with recent force structure changes. The Terms of Reference (TOR) for the current study outlined nine specific Congressionally-mandated tasks and required the Task Force to submit appropriate recommendations for legislative and administrative actions. Each of the nine tasks is addressed in this report or the attached appendices. To gain the benefits of advice from both the government and industry, a large Task Force of very senior representatives of both sectors was assembled. Membership included defense industry corporate executives and senior operating officers as well as senior DoD logistics commanders and executives. In comprising the Task Force in this manner, the Defense Science Board benefited from a wide range of backgrounds and depth of experience. Four Task Force panels were formed to address unique depot maintenance commodity considerations. Depot maintenance is accomplished using a balance of public sector (organic) maintenance depots and private sector (commercial) firms. There are significant differences in how organic depots and private sector firms are structured. Original equipment manufacturers (OEMs) usually have large staffs for engineering, research and development, marketing and other functions. Organic depots are also heavily facilitized and are often large-scale, integrated industrial activities with the capability and capacity for multiple commodities. On the other end of the spectrum are private sector services companies that are specifically organized to have minimum overhead. Organic depots exist to support the readiness and sustainability requirements of United States combat forces.

Book excerpt: The mobility triad, which includes sealift, airlift, and prepositioned assets, is plagued by readiness issues and shortages that must be addressed in order for the United States to defeat a strategic competitor. The commercial sealift fleet that assists military logistics has been shrinking for decades and, left to current plans, the organic (i.e., government-owned) fleet will decrease 50 percent by 2033. The Civil Reserve Airlift Fleet (CRAF) is a key component of the JLEnt, and the DoD relies on it as the primary means of delivering passengers and bulk air cargo. However, the importance of both airlift and sealift are not properly war-gamed to determine the impact of highly likely adversary intervention. Accounting for attrition, A2AD threats, and risks to commercial civilian airmen and mariners requires wargaming and solutions. The current DoD prepositioning strategy does not accommodate the demands of the NDS and must be updated. The use of deception and "hiding in plain sight" by our adversaries should be considered. Opportunities exist to leverage commercial networks and vessels for DoD prepositioning.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Competitors and adversaries have already disrupted commercial logistics information technology (IT) systems. Military and commercial logistics networks are at risk. Conflict against a strategic competitor will demand a dispersed and survivable logistics structure and robust IT systems capable of not only defending against cyber-attacks, but also safely sharing logistics information across military and commercial elements. To project the force, the DoD depends on information sharing with private industry and needs to develop reliable cyber-protected communications in conjunction with supporting policies. Artificial intelligence (AI) and machine learning (ML) have the potential to vastly enhance the DoD's logistics enterprise network. Predictive analytics, demand forecasting, production scheduling, anomaly detection, and supply chain/inventory optimization are just some of the ways these technologies can enhance logistics.
