Task Force on Globalization and Security and published by DIANE Publishing. This book was released on 1999 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: Globalization-the integration of the political, economic and cultural activities of geographically and/or nationally separated peoples-is not a discernible event or challenge, is not new, but it is accelerating. More importantly, globalization is largely irresistible. Thus, globalization is not a policy option, but a fact to which policymakers must adapt. Globalization has accelerated as a result of many positive factors, the most notable of which include: the collapse of communism and the end of the Cold War; the spread of capitalism and free trade; more rapid and global capital flows and more liberal financial markets; the liberalization of communications; international academic and scientific collaboration; and faster and more efficient forms of transportation. At the core of accelerated global integration-at once its principal cause and consequence-is the information revolution, which is knocking down once-formidable barriers of physical distance, blurring national boundaries and creating cross-border communities of all types.

Book Synopsis Report of the Defense Science Board Task Force on Preventing and Defending Against Clandestine Nuclear Attack by :
Download or read book Report of the Defense Science Board Task Force on Preventing and Defending Against Clandestine Nuclear Attack written by and published by DIANE Publishing. This book was released on 2004 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: The DSB addressed this threat in previous studies conducted in 1997 (also chaired by Richard Wagner) and 1999/2000 (chaired by Roger Hagengruber). Much has changed since then. The 11 Sept. 2001 attacks demonstrated the intent of terrorists to inflict massive damage. Nuclear proliferation has proceeded apace, with North Korea and Iran achieving nuclear weapon capability or coming closer to it, and it could spread further. The United States is engaged in a war against terrorism, and DoD is beginning to devote significant effort to combating WMD. The Department of Homeland Security (DHS) has been established. Thinking about the threat of clandestine nuclear attack has changed, and some efforts to explore defenses have begun. However, one thing has not changed: little has actually been done against the threat of clandestine nuclear attack. The DSB Summer Study on Transnational Threats (1997) first developed the ambitious idea of a very large, multi-element, global, layered civil/military system of systems of scope sufficient to have some prospect of effectively thwarting this threat. There was little resonance with this vision (outside of the Task Forces in 1997 and 2000), but since then, and especially since the attacks of 11 Sept. 2001, it has begun to be discussed more widely. This report will revisit such a national/global system, largely as context for the main focus of the Task Force: DoD's roles and capabilities. Following briefings from many government agencies and subject matter experts, the Task Force arrived at its basic findings and recommendations in early 2003. Since then, those results have been discussed in over 40 meetings within DoD and elsewhere, leading to certain refinements. This report reflects the outcomes of that process and weaves together viewgraphs used in the discussions with elaborating text.

Download or read book Rising Above the Gathering Storm written by Institute of Medicine and published by National Academies Press. This book was released on 2007-03-08 with total page 590 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy: 1) Increase America's talent pool by vastly improving K-12 mathematics and science education; 2) Sustain and strengthen the nation's commitment to long-term basic research; 3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and 4) Ensure that the United States is the premier place in the world for innovation. Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them. Rising Above the Gathering Storm will be of great interest to federal and state government agencies, educators and schools, public decision makers, research sponsors, regulatory analysts, and scholars.
Book Synopsis Report of the Defense Science Board Task Force on Strategic Communication by :
Download or read book Report of the Defense Science Board Task Force on Strategic Communication written by and published by DIANE Publishing. This book was released on 2004 with total page 111 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Science Board Summer Study on the Transition to and from Hostilities was formed in early 2004 (the terms of reference are contained in Appendix A) and culminated in the production of a final report and summary briefing in August of 2004. The DSB Task Force on Strategic Communication conducted its deliberations within the overall Summer Study schedule and revisited a topic that was addressed in October 2001.1 Task Force members and Government advisors are identified in Appendix B. The current Strategic Communication Task Force re-examined the purposes of strategic communication and the salience of recommendations in the earlier study. It then considered the following questions: (1) What are the consequences of changes in the strategic communication environment? (2) What Presidential direction and strategic communication means are required? (3) What should be done about public diplomacy and open military information operations? The Task Force met with representatives from the National Security Council (NSC), White House Office of Global Communications, Department of State (DOS), Department of Defense (DOD), Broadcasting Board of Governors (BBG), and the private sector (the schedule of meetings, briefings and discussions is contained in Appendix C). Based on extensive interaction with a broad range of sectors in the government, commercial, and academic worlds, as well as a series of highly interactive internal debates, we have reached the following conclusions and recommendations.
Book Synopsis Report of the Defense Science Board Summer Study on Autonomy by : Ruth David
Download or read book Report of the Defense Science Board Summer Study on Autonomy written by Ruth David and published by . This book was released on 2016-09-28 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study reviewed the applicability of autonomy across a broad array of Department of Defense (DOD) missions and concluded that there are both substantial operational benefits and potential perils associated with its use. Autonomy delivers significant military value, including opportunities to reduce the number of warfighters in harm's way, increase the quality and speed of decisions in time-critical operations, and enable new missions that would otherwise be impossible. Autonomy also delivers significant value across a diverse array of global markets. Both enabling technologies and commercial applications are advancing rapidly in response to market opportunities. This study concludes that DOD must accelerate its exploitation of autonomy -- both to realize the potential military value and to remain ahead of adversaries who also will exploit its operational benefits. Book Synopsis Assessment of Department of Defense Basic Research by : National Research Council
Download or read book Assessment of Department of Defense Basic Research written by National Research Council and published by National Academies Press. This book was released on 2004-12-22 with total page 71 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) supports basic research to advance fundamental knowledge in fields important to national defense. Over the past six years, however, several groups have raised concern about whether the nature of DOD-funded basic research is changing. The concerns include these: Funds are being spent for research that does not fall under DOD's definition of basic research; reporting requirements have become cumbersome and onerous; and basic research is handled differently by the three services. To explore these concerns, the Congress directed DOD to request a study from the National Research Council (NRC) about the nature of basic research now being funded by the Department. Specifically the NRC was to determine if the programs in the DOD basic research portfolio are consistent with the DOD definition of basic research and with the characteristics associated with fundamental research.
Book Synopsis Innovation and National Security by : Adam Segal
Download or read book Innovation and National Security written by Adam Segal and published by Council on Foreign Relations Press. This book was released on 2019-09-18 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the past three-quarters of a century, the United States has led the world in technological innovation and development. The nation now risks falling behind its competitors, principally China. The United States needs to advance a national innovation strategy to ensure it remains the predominant power in a range of emerging technologies. Innovation and National Security: Keeping Our Edge outlines a strategy based on four pillars: restoring federal funding for research and development, attracting and educating a science and technology workforce, supporting technology adoption in the defense sector, and bolstering and scaling technology alliances and ecosystems. Failure could lead to a future in which rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.
Book Synopsis Report of the Defense Science Board Summer Study Task Force on Defense Manufacturing Enterprise Strategy by :
Download or read book Report of the Defense Science Board Summer Study Task Force on Defense Manufacturing Enterprise Strategy written by and published by DIANE Publishing. This book was released on 1993 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, dozens of studies, reports, directives, and commissions have recommended specific changes in the approach the Department of Defense (DoD) uses to acquire products (primarily major weapon systems). This Defense Science Board (DSB) Summer Study Task Force reviewed these prior studies and concluded that, by and large, the recommendations have ben implemented. Rather than adding to the list of 'what to do' recommendations, this Task Force concentrated on recommending 'how-to-implement' change. This is a departure from the typical technical recommendations, but the Task Force believes this 'how to' focus is urgently needed at this juncture.
