Book excerpt: The new Sustainable Development Indicators don't do enough to hold the Government to account for inequalities in the environment and in our communities, as well as the economic inequalities that have long been obvious. The Government should reconsider its proposal to drop the 'environmental equality' Sustainable Development Indicator and review each of the other proposed SDIs to see how they might capture the range of values for how they affect people's lives, not just the average. This report also criticises the lack of targets in the new indicator set, despite there already being binding targets elsewhere in some areas covered by the SDIs - for emissions, air pollution and renewable energy. The Government should instead use an indicator which reflects the extent to which public sector debt will be a burden rather than a boon for the next generation, such as Government bond rates. The 'natural resource use' indicator is also of concern because it would monitor both finite and renewable resources taken together, and potentially treat fossil fuels the same as other resources which need to be preserved for future generations to use. The revision of the SDIs is running in parallel with the 'Measuring National Well-being' initiative, set up by the Prime Minister in 2010 and being run by the Office for National Statistics (ONS). The Committee identified some overlap between the two indicator frameworks which is likely to be unclear for the public and possibly also for policy-makers. A single framework is recommended

Its purpose is to investigate how these perceptions are organized in the minds of different groups of American adults, to find valid and efficient ways of measuring these percep tions, to suggest ways these measurement methods could be implemented to yield a series of social indicators, and to provide some initial readings on these indicators; i.e., some information about the levels of well-being perceived by Americans. The findings are based on data from more than five thousand Americans and include results from four separate representative samplings of the American population. One of the ways our research is unusual is that it includes a major methodological component. Typical surveys involve a modest effort at instru ment development, the application of the instrument to a group of respondents, and an analysis of the resulting data that mainly describes the people studied. Our work, however, was implemented in a series of sequential cycles, each of which consisted of conceptual development, instrument design, data collection, analysis, and interpretation. Ideas and findings generated in prior cycles affected the design of subsequent cycles.

The nonprofit State of the USA, Inc. (SUSA) is taking on this challenge, demonstrating how to measure the health of the United States. The organization is developing a new website intended to provide reliable and objective facts about the U.S. in a number of key areas, including health, and to provide an interactive tool with which individuals can track the progress made in each of these areas. In 2008, SUSA asked the Institute of Medicine's Committee on the State of the USA Health Indicators to provide guidance on 20 key indicators to be used on the organization's website that would be valuable in assessing health. Each indicator was required to demonstrate: a clear importance to health or health care, the availability of reliable, high quality data to measure change in the indicators over time, the potential to be measured with federally collected data, and the capability to be broken down by geography, populations subgroups including race and ethnicity, and socioeconomic status. Taken together, the selected indicators reflect the overall health of the nation and the efficiency and efficacy of U.S. health systems. During the past decade, interest in the topic among policy makers, national statistical offices, academic researchers, the media, and the public has increased markedly because of its potential for shedding light on the economic, social, and health conditions of populations and for informing policy decisions across these domains. Subjective Well-Being: Measuring Happiness, Suffering, and Other Dimensions of Experience explores the use of this measure in population surveys. This report reviews the current state of research and evaluates methods for the measurement. In this report, a range of potential experienced well-being data applications are cited, from cost-benefit studies of health care delivery to commuting and transportation planning, environmental valuation, and outdoor recreation resource monitoring, and even to assessment of end-of-life treatment options. Subjective Well-Being finds that, whether used to assess the consequence of people's situations and policies that might affect them or to explore determinants of outcomes, contextual and covariate data are needed alongside the subjective well-being measures. This report offers guidance about adopting subjective well-being measures in official government surveys to inform social and economic policies and considers whether research has advanced to a point which warrants the federal government collecting data that allow aspects of the population's subjective well-being to be tracked and associated with changing conditions.
