Book excerpt: Excerpt from Report of the Commissioners for Queen Victoria Niagara Falls Park, 1896 A few days afterwards General Drummond abandoned the seige, the post remaining in possession of the Americans until November 15th, 1814, when it was evacuated and blown up by them. Fort Erie has since remained in a state of utter ruin and neglect; its con dition being a sad commentary upon the apathy that would deny proper care to a place rendered so sacred by such heroic displays of British valor and patriotism. Book excerpt: Excerpt from Report of the Commissioners of the Queen Victoria Niagara Falls Park for the Year 1891 The year has been remarkable for the unusually low level of the water in the river, both above and below the Falls. This circumstance is of importance from its relation to the chief source of revenue in the Park, viz, going under the Falls, as well as from its effect in changing the appearance of some of the upper reaches of the property where the water at its best is a. Bit shallow. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Twenty-Eighth Annual Report of the Commissioners: Queen Victoria Niagara Falls Park, 1913 May it Please Your Honour: The Commissioners for the Queen Victoria Niagara Falls Park System present herewith their Twenty-eighth Annual Report, being for the year ended 31 st December, 1913. Appended to the report will be found the financial statements exhibiting the receipts from all sources for the year, and the expenditures on Capital and Maintenance Accounts for the same period; also the annual report of the Park Superintendent, and other documents showing the operations for the twelve months covered by the report. A summary of all receipts and expenditures connected with the entire Park System from the date the Commission was organized in 1885 was given in the report of last year; also a summary of the more important unfinished works that the Board contemplated proceeding with when funds were available in order to practically complete that portion of the Park System overlooking the Falls and Upper Rapids known as the "Queen Victoria Park," in connection with which the hope was expressed that the works and structures referred to would be commenced in the early part of 1913. Inasmuch, however, as the Statutory period that the Commissioners were authorized to collect rents and revenues derived from the three power companies expired on the 31 st December, 1912, it became necessary before these works could be undertaken to have the Park Act amended so as to enable the Commissioners to continue the collection of such revenues for a further period. Application was accordingly made to the Government to have the Park Act amended and the time for the collection by the Commissioners of the revenue referred to extended for a further period of five years. The application was approved by the Government, and the Act was amended as follows: - 1. Subsection 2 of section 21 of The Queen Victoria Niagara Falls Park Act is amended by striking out the figures 23 in the second line and substituting therefor the figures "24." 2. Section 22 of the said Act is amended by inserting after the figures "1912" in the fifth line the words and figures "1913, 1914 and 1915, 1916 and 1917." Book excerpt: Excerpt from Thirty-Second Annual Report: Of the Commissioners for the Queen Victoria Niagara Falls Parks, 1917 May it Please Your Honour: The Commissioners for the Queen Victoria Niagara Falls Park System submit herewith for the information of the Legislature, as required by Statute, the Thirty-Second Annual Report, covering the administration of the system of parks and boulevards along the Niagara frontier for the fiscal year ending December 31st, 1917. General. Since the commencement of the great war in August, 1914, the development and improvement of the Parks and proposed Boulevards to connect up the various areas into one composite system has remained in abeyance, and practically no expenditure has been incurred on capital account, which could be avoided without sacrificing expenditures already made. This policy has been carried out with increasing rigor during the seasons 1915, 1916, and the year just past, 1917, and, apart from the large amount of time and thought required in connection with the Power Company developments and operations, the efforts of the Park organization have been devoted to the maintenance of those areas and lengths of roadway that have heretofore been constructed and are so much used by the public for recreation and pleasure. From the beginning of the war it was deemed but right that moneys which could he conveniently saved for any emergency which might arise should not be expended upon the creation of a greater system of Parks when so much had already been accomplished in the great Niagara Park development. Much, however, still remains to bring the system into the front rank of Parks demanded by present-day practice, and the reserving of a considerable amount of work for a subsequent period as conditions warrant, was thought to be a patriotic plan, that would serve to provide occupation for men who would be released in large numbers after the conflict is over and peace restored. Even had it been desirable to produce larger results during 1917, the conditions of both the labor market and transportation would have intervened to prevent any large outlay, while the cost of operations have risen to such an abnormal figure that only the most essential work is justified. Book excerpt: Excerpt from Report of the Commissioners for the Queen Victoria Niagara Falls Park: For the Year 1888 May it please Your Honour: As required by Statute the Commissioners beg to present the Third Annual Report of their proceedings in connection with the Queen Victoria Niagara Falls Park. In their previous annual and supplementary reports the Commissioners have given, in a more or less fragmentary way as occasion required, pretty full information in respect to the work undertaken by them, on behalf of the Province, with a view to establishing a Provincial Park at the Falls of Niagara. Now, however, that the duties devolving upon them, in connection with the acquisition and development of the property has been so far performed as to allow the Park to be thrown open to the public on the 24th May last, it is perhaps desirable that a brief resume should be given of the scheme from its initiation up to the close of the past year. At the outset it should be recorded, as an interesting historical fact, that the conception of rescuing the environments of Niagara from the vandalic desecration of the preceding half century originated with the Earl of Dufferin, at an interview he had in 1878 with Governor Robinson of the State of New York. Upon the strong recommendation of the latter. Commissioners were appointed by the Executive of New York State in 1883, to acquire and establish what is now designated The State Reservation of Niagara, which was formally opened on the 15 th of July, 1885. Believing that the work of restoring the scenery on the Canadian side of the river properly devolved on the Government of the Dominion of Canada, the Legislature of Ontario passed an Actin 1880 giving effect to that view and conferring on the Dominion, so far as it could, the requisite authority to proceed with the undertaking. As, however, the Government of the Dominion did not avail itself of the provisions of the Act in question, the Legislature of Ontario, after patiently waiting five years for the Dominion to take action, passed an Act in 1885 enabling the work to be proceeded with. Book excerpt: Excerpt from Twenty-Ninth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park, 1914 The complete text of Mr. Olmsted's report is printed as a division' of the appendix, and furnishes much material for thought with its excellent suggestions. Such a review will be valuable in confirming the opinions of the Board and indicating improvements to plans under contemplation, thereby assisting the Com missioners to attain results second to none in the expansion and progress of the public domain at Niagara Falls and vicinity. The new Table Rock House will be classic in style and so located that the present traffic requirements will be adequately provided for, while any large future increase may be accommodated by a simple readjustment of the electric railway tracks. A photographic reproduction of the eastern elevation is contained in the report. Although an estimate sufficiently large to allow the Commissioners to advertise and award contracts was authorized, the progress of studying the design did not advance sufficiently to permit tenders being called for before the declara tion of hostilities on the continent of Europe made it desirable to curtail all but necessary expenditure for the remainder of the year 1914. At the request of the Government all works not actually under contract or under way were omitted from consideration after the Ist of August. Book excerpt: Excerpt from Thirty-First Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park, 1916 The military authorities required the use Of an extensive area in the Park proper for camp grounds and the closing of the zone of the Park containing the plants of the power companies lightened the usual maintenance work. The force of workmen available was greatly reduced owing to the demand for men both in the district and with one of the power companies in Queen Victoria Park where ex tension operations were being undertaken. To meet the rising scale of the cost of living and the upward tendency of wage rates, increases were made to Park work men, and difficult as the situation was the appearance of the Park was kept up to a high standard of maintenance. Book excerpt: Excerpt from Twenty-Fifth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park, 1910 In furtherance of this Agreement, the Power Company submitted plans show ing structures placed immediately in front of the Administration Building, which, if approved of and had the buildings been proceeded with, would not only have Obstructed to a most objectionable extent the magnificent view Of the Falls and the lower Gorge from the Spacious verandahs on both floors of the Administration Building, but would also seriously encroach on the beautiful pleasure grounds in front Of the Administration Building, which, from the physical formation of the Park at that crucial point, are already too congested. The situation was further complicated by the statement of the Company's Engineers claiming that certain technical advantages would be gained by having the spillways and the regulating devices connected therewith at or near the terminus of each conduit.
