Book excerpt: Public discussion of population aging usually focuses on the financial burden that increasingly elderly populations will impose on younger generations. Scholars give much less attention to who does the actual work of day-to-day care for those no longer able to care for themselves; and although women are the majority among the elderly, little is heard about gender differences in economic resources or the need for care. This volume is dedicated to giving gender - and a full range of social and cultural differences - their rightful place in these discussions. The authors address, amongst other issues: the worldwide dilemmas of eldercare the structure of income and care provisions for older populations the role of family, marital status, and class in these provisions the impact of polices affecting retirement age the role of social insurance in preventing poverty among elderly women. The essays included address these topics in a myriad of geographical contexts, including South Africa, the US, Palestine, Australia, South Korea, Spain, Germany, and Sweden. The concerns highlighted here also remind us that whether through individual families or social insurance, through family caregivers or paid help, the oldest generation will continue to depend on adults of working age for its well-being. This book was previously published as a special issue of Feminist Economics.

Available in PDF, EPUB and Kindle. Book excerpt: A flexible labour market is widely regarded as a key factor in encouraging economic growth and prosperity. In recent years some economies have successfully reformed their labour markets, making part-time and flexible hours easier, limiting the restrictive practices of trade unions, encouraging training and the enhancement of the skills of those in the labour market, coping with the changing age profile of the workforce and in other ways. Other economies have been less successful at labour market reform and continue to struggle with outdated structures and practices. This book discusses the key elements of labour market reform, contrasting a country where reforms have been successfully carried through, Australia, with a country where reforms have been less successful, Japan. At the same time, this book challenges the conventional view that Australia is the lucky country for all its workers – given the rising hours worked for those in work and the difficulties for young people entering the labour market. Both countries also face issues in terms of an ageing population, and policy challenges in the design of safety nets and pension provision. The book thereby demonstrates to analysts of labour market reform worldwide the key elements of successful labour market reform, and the consequential effects when the reforms are carried through, or not.

Available in PDF, EPUB and Kindle. Book excerpt: This book, the first comprehensive overview of housing policy in Australia in 25 years, investigates the many dimensions of housing affordability and government actions that affect affordability outcomes. It analyses the causes and implications of declining home ownership, rising rates of rental stress and the neglect of social housing, as well as the housing situation of Indigenous Australians. The book covers a period where housing policy primarily operated under a neo-liberal paradigm dominated by financial de-regulation and fiscal austerity. It critiques the broad and fragmented range of government measures that have influenced housing outcomes over this period. These include regulation, planning and tax policies as well as explicit housing programs. The book also identifies current and future housing challenges for Australian governments, recognizing these as a complex set of inter-connected problems. Drawing on its coverage of the economics, politics and administration of housing provision, the book sets out priorities for the transformational national strategy needed for a fairer and more productive housing system, and to improve affordability outcomes for the most vulnerable Australians.

Book excerpt: Superannuation was once a privilege granted only to company head office staff and career public servants. Now in Australia nearly all workers have access to employer-contributed superannuation, and it is a fundamental pillar of Australia's retirement income system. Workers' Capital tells the story of the Australian superannuation revolution led by trade unions in the 1980s. After a series of hard-fought industrial campaigns, an enormous financial industry was created, involving hundreds of thousands of employers and covering millions of fund members. From having one of the worst retirement savings systems in the developed world, in three decades Australia had one of the best. Now the funds held in Australian superannuation accounts exceed the entire market capitalisation of all the companies on the Australian Stock Exchange. Drawing on interviews with the key players and extensive archival research, Workers' Capital is the first systematic history of the unique Australian system of industry superannuation. 'Startling and informative-I thought I knew a lot about the industry superannuation phenomenon, but this one took me by surprise. For a topic so important, a real page-turner.'Gerard Noonan, Chair of Media Super, former editor of Australian Financial Review

Book excerpt: We are all approaching retirement but what should we expect? For some, it is a happy prospect. Others approach retirement knowing they face hardship and social exclusion. Amid alarming predictions of a 'demographic time bomb', governments and the private pensions industry urge everyone to plan and save now, but admit that there are risks. But will the pension funds deliver on their promises? Will the rich increasingly retire early but the poor work for longer? How reliable are state pension schemes? Do the USA, Sweden, or Australia have a 'better' approach to retirement pensions than the UK? Approaching retirement tackles these and many other questions from a number of sociological perspectives. Using the idea of the social division of welfare as a template, different approaches to retirement pensions policy are assessed and their strengths and weaknesses clearly presented. This book will be an invaluable resource for social science students at all levels and for those who teach them. Economists and pension practitioners will also find food for thought here.
