Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. At the same time, states have faced growing demands for self-government from national minorities. These twin processes have had a substantial impact upon the structure, power and legitimacy of the state, yet few have considered their inter-relationship. This book aims to fill this gap by conducting a focused comparison of nationalism and welfare development in Scotland and Quebec. The recent emergence of Scottish and Québécois nationalism took place against a backdrop of welfare retrenchment. Did the post-war welfare state contain these territorial identities and strengthen attachment to the state among Scots and Quebecers? Did the retrenchment of state welfare lead to demands for greater self-government? Demands for Scottish self-government led to the creation of the Scottish Parliament and the devolution of power over wide areas of social policy. The book examines the complexities of welfare development in multi-level states, drawing upon the Quebec-Canada experience to explore the relationship between nationalism and welfare development in post-devolution Scotland.

Until the 1940s churches, fur traders, and other wealthy outsiders held uncontested control over Saskatchewan’s northern region. Following its rise to power in 1944, the CCF undertook aggressive efforts to unseat these traditional powers and to install a new socialist economy and society in largely Aboriginal northern communities. The next two decades brought major changes to the region as well-meaning government planners grossly misjudged the challenges that confronted the north and failed to implement programs that would meet northern needs. As the CCF’s efforts to modernize and assimilate northern people met with frustration, it was the northern people themselves that inevitably suffered from the fallout of this failure. In an elegantly written history that documents the colonial relationship between the CCF and the Saskatchewan north, David M. Quiring draws on extensive archival research and oral history to offer a fresh look at the CCF era.
