Available in PDF, EPUB and Kindle. Book excerpt: Following money over national borders, banking systems, casinos, and free trade zones, as well as the world of the corrupt elites, Big Crime and Big Policing brings new scholarly and practical insights into our understanding of the interplay of money, crime, and policing on the grand scale. In this wide-ranging volume, a mixed group of scholars and practitioners aim to show how money dictates the scope and nature of financial and corporate crimes, and the impact of these crimes on national economies, social institutions, and communal well-being alike. The book examines how the combined efforts of governments and international organizations fail to stop financial crime at its source and, despite apparently generous human and financial resources, police and law enforcement efforts ultimately fall short of defeating big crime and of meeting public safety needs. International in scope, Big Crime and Big Policing provides fresh reflection on a significant problem of our age, one that demands greater attention from governments and the public.

Book excerpt: 96 women, men and children died as a result of the disaster in Hillsborough Stadium on 15 April 1989. They were crushed due to overcrowding in the Leppings Lane terrace, penned in by the ground's fencing. Hundreds more were injured and thousands traumatised. Lord Justice Taylor led a judicial inquiry (1990, Cm. 962, ISBN 9780101096225), concluding that the main cause of the disaster was the failure of police control. The next 11 years saw a variety of investigations and proceedings, including a scrutiny of new evidence (Lord Justice Stuart-Smith, 1998, Cm. 3878, ISBN 9780101387828). Yet many bereaved families felt that the true context, circumstances and aftermath had not been adequately made public, and were particularly aggrieved that it had become widely assumed that Liverpool fans' behaviour had contributed to the disaster. The Independent Panel was established in 2010 to oversee full public disclosure of all documents relating to the disaster and to report on its work. This report is in three parts. Firstly it shows what was already known and in the public domain by 2010. Secondly, in 12 detailed chapters, it describes what the disclosed documents add to public understanding. The third part gives a review of options for providing an archive of the documents. The disclosed documents (available at http://panel.hillsborough.independent.gov.uk/) add considerably to public understanding. They show that multiple factors were responsible for the tragedy and that the fans were not the cause. The report also shows that the bereaved families met a series of obstacles in their search for justice over more than 20 years.

Available in PDF, EPUB and Kindle. Book excerpt: Criminal investigators need broad knowledge of such topics as criminal law, criminal procedure, and investigative techniques. The best resource for these professionals will distill the needed information into one practical volume. Written in an accessible style, the fourth edition of Criminal Investigation maintains the same reader friendly approach that made its predecessors so popular with students, professionals, and practitioners. Beginning with an overview of the history of criminal investigation, the book explores current investigative practices and the legal issues that constrain or guide them. It discusses the wide range of sources of information available, including the internet, individuals, state and local sources, and federal agencies and commissions. Next, the book discusses other investigative techniques, including interviewing and interrogation, informants, surveillance, and undercover operations. A chapter on report writing provides explicit instructions on how to capture the most critical information needed in an investigation. Additional chapters cover the crime scene investigation and the crime laboratory. The remainder of the book delves into the specific investigative protocols for individual crimes, including sex offenses, homicide, mass and serial murder, assault and robbery, property crimes, cybercrime, and narcotics. Concluding chapters focus on the police/prosecutor relationship and investigative trends. Each chapter includes a summary, a list of key terms, and review questions so that readers can test their assimilation of the material. Clear and concise, this book is an essential resource for every criminal investigator’s toolbox.

This book was released on 2009 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 27 November 2008 a senior Member of Parliament and Opposition spokesman, Mr Damian Green, was arrested by police and his home and offices searched in connection with an investigation into the leak and publication of a number of government documents. Press reports indicated that Mr Green was believed to have received government documents from a Home Office official, Mr Christopher Galley, who had been arrested eight days earlier and who had subsequently admitted to having leaked some documents. This series of events, and particularly the fact that Mr Green's office at the House of Commons was searched without the police producing a warrant, caused considerable disquiet. The Committee's remit was to review the internal processes of the House administration for granting permission for such action (as police searches of Members' offices and seizure of their papers), and to make recommendations for the future. As a starting point, the reasons why the police were requested to investigate the suspected disclosure of government information and how many disclosures, the type of information that had been leaked, in particular, whether any of it was relevant to national security or was otherwise classified, and the efforts that had been made to discover the source of the leaks before the police were called in. Also the Committee wished to disentangle the roles of the Home Office and the Cabinet Office in the investigation process. The Committee concluded the Home Office appears to have followed best practice for investigating leaks, as set out in the Cabinet Office's Memorandum to the Committees' sister Committee. But there are concerns that growing frustration in both the Home Office and the Cabinet Office may have led officials to give an exaggerated impression of the damage done by the leaks that could reasonably be presumed to have emanated from the Home Office. The Committee thought it was unhelpful to give the police the impression that the Home Office leaker(s) had already caused considerable damage to national security. The Cabinet Office's guidance to departments says that it is appropriate to involve the police in leak investigations when they involve "a serious and damaging impact on the functioning of a Department and suspicion of leaking sensitive information". However, it is easy to imagine circumstances in which a leak of sensitive information could lead to a damaging impact on the functioning of a Department without falling within the categories laid down in statute. The Cabinet Office's guidance therefore seems to leave open the possibility of involving the police in an investigation without any suspicion let alone evidence that a criminal offence under the Act has taken place. The Committee recommend that the Cabinet Office revise its guidance to preclude this possibility.

Book excerpt: Identifying the Culprit: Assessing Eyewitness Identification makes the case that better data collection and research on eyewitness identification, new law enforcement training protocols, standardized procedures for administering line-ups, and improvements in the handling of eyewitness identification in court can increase the chances that accurate identifications are made. This report explains the science that has emerged during the past 30 years on eyewitness identifications and identifies best practices in eyewitness procedures for the law enforcement community and in the presentation of eyewitness evidence in the courtroom. In order to continue the advancement of eyewitness identification research, the report recommends a focused research agenda.
