Book excerpt: Excerpt from Report of a Survey of the University of Arizona After a preliminary study of the situation from such data as were available, the committee proceeded to the University of Ari zona to pursue its investigation. The committee was met by a committee representing the board of regents and was informed that a survey of the general educational and financial efficiency of the university was desired, with emphasis on the business and financial condition and administration of the institution. It was requested that special attention be given to the budget for the ensuing year. Meanwhile a special session of the State legislature had been called to consider a peculiar financial condition. An act of the State legislature in 1921 provided a mill tax for the support of the university, but it later developed that the income therefrom did not synchronize with the expenditures of the university. T o relieve this condition the State legislature was called into extra session. Straightway an economy program was put forward, and the State legislature sent a committee to the university to ascertain the financial needs of the institution. This committee met with the board of regents on February 25. The survey committee. At the request of the board of regents, prepared a statement and was present at the meeting to assist in the investigation. Book excerpt: On February 4, 1922, a request came from the State Superintendent of Public Instruction of Arizona, The Hon. Elsie Toles, to the Commissioner of Education asking that the Bureau of Education make a survey of the University of Arizona. The invitation was accepted by the Commissioner of Education, who designated E. Parke, R. Kilbe, president of the Municipal University of Akron, and Mr. L.E. Blauch, specialist in charge of land-grant college statistics of the Bureau of Education, as a committee to conduct the survey with the advice of Dr. George F. Zook, specialist in higher education of the Bureau of Education. The survey committee spent from February 20 to March 8 at the university. Data were obtained through personal investigation, questionnaires, and extended conferences with various officers of the university. A preliminary report of its findings was made by the survey committee to the board of regents on March 8. The extensive data collected were then carefully studied, and the report was written. The method of study was to apply the technique which the Bureau of Education had developed in earlier surveys, with such modifications as the circumstances demanded and as seemed wise. The committee has tried to analyze the conditions and methods in use in the light of the best practice followed by standard institutions of higher learning. This report was read and criticized by Dr. William T. Bawden, assistant to the Commissioner of Education, and by Dr. George F. Zook. The final report is submitted herewith. Appended are: (1) Plan of administration approved by the board of regents; (2) Proposed budget classification of expenditures; (3) Training, experience and publications of administrative officers; (4) Training, experience, and publications of teaching faculty; (5) Teaching load of faculty; (6) Class enrollments by departments (1921-22); and (7) Enrollments (1912-13, 1921-22). Considering the numbers of people affected, the distances moved, the permanence of the departures, the severity of the surrounding conditions, and the human suffering and culture change that accompanied them, the abrupt conclusion to the farming way of life in this region is one of the greatest disruptions in recorded history. Much new paleoenvironmental data, and a great deal of archaeological survey and excavation, permit the fifteen scientists represented here much greater precision in determining the timing of the depopulation, the number of people affected, and the ways in which northern Pueblo peoples coped—and failed to cope—with the rapidly changing environmental and demographic conditions they encountered throughout the 1200s. In addition, some of the scientists in this volume use models to provide insights into the processes behind the patterns they find, helping to narrow the range of plausible explanations. What emerges from these investigations is a highly pertinent story of conflict and disruption as a result of climate change, environmental degradation, social rigidity, and conflict. Taken as a whole, these contributions recognize this era as having witnessed a competition between differing social and economic organizations, in which selective migration was considerably hastened by severe climatic, environmental, and social upheaval. Moreover, the chapters show that it is at least as true that emigration led to the collapse of the northern Southwest as it is that collapse led to emigration.

Many historic city centers in Latin America have been preserved intact from the colonial era and today may serve institutional, commercial, or residential needs. Now economic forces from outside the region have created a demand for the preservation of historically "authentic" districts. This book explores how heritage tourism and globalization are reshaping the Latin American centro histórico, analyzing the transformation of the urban core from town plaza to historic center in nine cities: Bogotá, Colombia; Buenos Aires, Argentina; Cartagena, Colombia; Cuenca, Ecuador; Havana, Cuba; Montevideo, Uruguay; Puebla, Mexico; Quito, Ecuador; and Trinidad, Cuba. He examines urban change as reflected in architectural styles, neighborhood growth and decline, real estate markets, and local politics in order to show the long reach of globalization and modernity. Plazas and Barrios spans all of Spanish-speaking America to address the socio-political dimensions of urban change.
