Book excerpt: In their ninth annual report, this non-governmental organization gives an account of their activities in three areas: 1) emergency relief in Thailand to victims of natural disasters; 2) refugee aid; and 3) relief to Thai nationals affected by fighting and influxes of refugees in border areas. The report is illustrated by photographs of work in refugee camps, maps showing the location of camps, and statistics on the number of refugees and displaced people who received aid. It ends with statements made by representatives of the Thai Government, the UNHCR, and non-governmental organizations active in Thailand, given during the seventh annual conference on displaced people in Indo-China, held in August 1984. Aid projects in camps include medical programmes, education and vocational training, food aid, site maintenance and the installation of water supplies, agricultural training, and physical rehabilitation programmes. In his statement at the conference, the Thai Government representative said that durable solutions for the refugees involved resettlement in third countries. He noted that the rate of resettlement in 1983 was up by 29% compared with 1982. He said that Thailand would continue to provide aid, although the influx caused difficulties and it was necessary for other countries and international agencies to help shoulder the burden.

By documenting findings from ethnographic research and interviews with resettled and displaced persons, RDO representatives, and humanitarian professionals in Australia, Switzerland, Thailand, and Indonesia, Olliff reveals that former refugees are actively involved in helping people in situations of forced displacement and that individuals with lived experience of forced displacement have valuable knowledge, skills, and networks that can be drawn on in times of humanitarian crisis.
