Book excerpt: The Hague Peace Conferences of 1899 and 1907 dealt with three interlinked topics: the peaceful settlement of disputes, including by arbitration; the restriction of armaments and military budgets; the laws of war. The first two were aimed at preventing the outbreak of war, not by restricting the jus ad bellum in its substance, but by inducing states not to use their continuing war power and to limit the growth of their war machinery. The third topic was concerned with containing the brutality of war where its prevention had failed. Whereas the Conferences succeeded in codifying the laws of war, they made less progress with regard to the peaceful settlement of disputes and failed on limiting armaments. Worst of all, they could not prevent the outbreak of World War I. This volume uses the occasion of the 100th anniversary of the Second Hague Peace Conference to follow up on the then concerns and objectives, looking at the Hague legacy through the lens of today's problems. The 27 contributions treat the most pressing recent issues of non-proliferation and disarmament, international humanitarian law and judicial dispute settlement. Three questions run like a thread through this volume: 1. In which areas have the promises of 1899 and 1907 remained unfulfilled and why? 2. In which areas has there been progress, in which other areas perhaps regression? 3. What are our prospects and how can we international lawyers help shaping a promising future in respect of the prevention and containment of war? Whereas the 'empire of law' in international relations and the age of international justice, which were envisaged in the Convention for the Pacific Settlement of International Disputes of 1899/1907, have not yet arrived on the global level, we Europeans have made considerable progress since 1945. Dumbing down, tabloidisation, infotainment and spin are alleged to contaminate it, adversely affecting the quality of political journalism and of democracy itself. There is a pervasive pessimism about the relationship between the media and democracy, and widespread concern for the future of the political process. Journalism and Democracy challenges this orthodoxy, arguing instead for an alternative, more optimistic evaluation of the contemporary public sphere and its contribution to the political process. Brian McNair argues not only that the quantity of political information in mass circulation has expanded hugely in the late twentieth century, but that political journalism has become steadily more rigorous and effective in its criticism of elites, more accessible to the public, and more thorough in its coverage of the political process. Journalism and Democracy combines textual analysis and extensive in-depth interviews with political journalists, editors, presenters and documentary makers. He also points out places where more research could (and should) be done by the reader. He's also taken the time to discuss a number of arguments for and against same-sex marriage, using a similar approach - presenting the case and encouraging readers to draw their own conclusions - in addition to sharing his own opinion.The book itself is broken down into two major sections - the first dealing with homosexual orientation and the status of homosexuals in the LDS church; the second dealing with same-sex marriage issues. While the tone of the book is generally academic, Brad does note that he has written the book for those cherished friends who have suffered - some to the point of suicide attempts - as a result of living with their homosexuality.Sometimes the amount of information is overwhelming - whether it is intellectual or emotional - but making the information easily accessible is an important contribution of this book.Brad concludes this way:"I anticipate that my views as expressed in this book will change over time as I learn more. Thus, all that I have written is tentative- merely a snapshot of my current thinking. In composing it I hope that I have learned and come closer to truth- in reading it I hope you have as well.
